Belarusian political parties may send their
representatives to the Central Electoral Commission
On September 3, 2004 President Alexander Lukashenko signed
the Decree "On members of the Central Electoral Commission of the Republic
of Belarus with a consultative voice during the conduct of elections of
members of the House of Representatives of the National Assembly of the
Republic of Belarus of the 3rd convocation".
This document is a new political step of the State to ensure
democratic and open process of elections to the main legislative body of the
country. It allows the political parties to fully exercise their
constitutional right to participate in the parliamentary elections.
According to the Decree any political party registered in
Belarus has a right to send its representative to the Central Electoral
Commission who will have a consultative voice.
A registration is not required to receive a status of a
member of the Central Electoral Commission. A political party acquires this
right from the day of submission of the documents to the respective
electoral commission for the registration of its candidate to the National
Assembly.
The Document defines rights and responsibilities of CEC
members with a consultative voice as well as the terms and procedure of
termination of their mandates.
The institute of CEC member with a consultative voice has
been widely used in elections campaigns conducted in Belarus.
Hence, the State consistently takes necessary measures for
the elections to be conducted in open and fair manner and calls upon all
political forces of the country to act likewise. |
