Belarus to Spend Around USD10 Billions on Better Energy Security by 2011

 

On November 15, the President of Belarus Alexander Lukashenko has approved a state program for modernizing the basic production assets of the Belarusian energy system, for energy saving and raising the share of locally available fuel and energy resources until 2011.

 

The document is designed to boost Belarus’ energy security level by 2011. The goal will be achieved through modernizing the basic production assets of the Belarusian power grid and reducing their deterioration by at least 14.9 percent in comparison with 2005, through reducing the GDP energy consumption by at least 31 percent in comparison with 2005, and through raising the share of local, unconventional and renewable energy resources up to 20.5 percent of the country’s demand for boiler and furnace fuels. The average electricity tariffs are supposed to make at most $0.1 per 1 kWh in 2010. However, the option will be available provided the state budget funding of Belenergo’s investment program is optimal in view of the expected prices for imported energy resources and the exchange rate of the Belarusian ruble against the US dollar.

 

There are plans to spend $5.2-5.85 billion on energy-saving measures. Proprietary funds of companies will be used as the main source of the energy-saving funding. The state support available as the partial coverage of some of the costs at the expense of the state budget and innovation funds will be granted mainly to social and budget-funded organizations as well as companies, which take effective measures according to priority energy-saving guidelines.

 

The funding to be spent on all the measures will make some $9.3-9.9 billion.

 

 

INTERNATIONAL COOPERATION

 

 

Belarus to Continue All-Round Relations With China

 

Belarus regards China as its strategic partner and is prepared to continue developing all-round co-operation with China, said Alexander Lukashenko, President of Belarus, at recent meeting with Wen Jiabao, the Premier of the State Council of the People’s Republic of China, who paid an official visit to the country.

 

“We are proud of our relations with China which is demonstrating amazing achievements in all fields,” said the President of Belarus during the closed-door talks.

 

Alexander Lukashenko said that Belarus established relations with China during the period when China was experiencing certain difficulties and was “standing up from its knees”. “Probably, over the 15-year period of our diplomatic relations China has ascertained that Belarus is a reliable friend for the Chinese people and the state. I would like to assure you that our country will remain committed to this course,” the President said.

 

Alexander Lukashenko has thanked the Chinese leadership for the political, economic and diplomatic support for Belarus.

 

The Premier of the State Council of the People’s Republic of China has stressed that, for China, Belarus is one of the foreign policy priorities. Belarusian-Chinese relations are based on the principles of mutual respect and equality, this is why they will stand any test, said Wen Jiabao. He also expressed the hope that the current visit will promote a wide-ranging exchange of views on bilateral and international issues and will give an impetus for strengthening Belarusian-Chinese friendship.

 

As a result of the talks, bilateral documents estimated more than $530 million have been signed. Among them are the intergovernmental framework agreements on China’s granting Belarus a buyer credit to the amount of $500 million for the purchase of three cement production lines and a lax credit to the tune of $27 million.

 

Prime Minister of Belarus Visits the Republic of Korea

 

On November 5-6, Sergei Sidorsky, Prime Minister of Belarus, paid an official visit to the Republic of Korea.

 

During the visit Sergei Sidorsky had meetings with President Roh Moo-hyun and Prime Minister Han Duck-soo. The meetings focused on the issues related to the trade and economic cooperation between the two states.

 

As the Prime Minister of the Republic of Korea noted after the talks, the trade-economic relations between Belarus and South Korea would be developing at a qualitatively new level.

 

In his words, opening of the South Korean embassy in Belarus at the end of 2007 and a KOTRA representative office in Minsk would promote the Belarusian-Korean cooperation.

 

The Prime Minister of South Korea affirmed that the two parties intended to cooperate in mechanical engineering, radio electronics and power engineering. In addition, South Korea intended to support Belarus in accessing to the World Trade Organization.

 

The Prime Minister of Belarus in his turn pointed out that Korean companies were to take part in projects on reconstructing petrochemical manufactures of Belarus. “Belarus has held talks with several Korean companies that intend to participate in the reconstruction of the petrochemical production and, in particular, in the paraxylene production project,” Sergei Sidorsky said.

 

Besides, Korean companies expressed readiness to participate in the cord thread production in Belarus. The two sides showed interest in mutual railway communications, i.e. transport routes between the Asian-Pacific region and Europe via Belarus.

 

The sides signed intergovernmental agreements on air communication, on cooperation in culture, on mutual visa-free trips of holders of diplomatic and service passports as well as a memorandum of understanding between the State Customs Committee of Belarus and customs service of South Korea related to informatization and computerization, and a memorandum of understanding on cooperation in standardization.

 

During the visit Sergei Sidorsky also met with leadership of the Korea Trade-Investment Promotion Agency, Hyundai-Kia Automotive Group, LG Group, LG.Philips LCD.

 

UNCTAD Praises Belarus’ Development Pace

 

Belarus is one of the most rapidly developing CIS states, occupying 57th position in UNCTAD’s Trade and Development Index (TDI).

 

UNCTAD experts singled out the high indicators of economic and social welfare of individuals and the registered growth of foreign trade. The indicators landed Belarus on the 34th position ahead of all the CIS states and several countries in Central Eastern Europe. The facts are presented by UNCTAD’s publication “Developing Countries in International Trade 2007: Trade Development Index” which is available at http://www.unctad.org.

 

The Trade and Development Index’ main purpose is to help governments participate more effectively in the global economy and benefit from international trade via progressive economic advance, new jobs and better living standards of the people. This year’s TDI covers 123 countries, includes 11 components and 34 separate indicators.

 

Belarus Elected Member of UN Environment Program Governing Body

 

At a plenary session of the 62nd UN General Assembly Belarus was elected a member of the Board of Governors of the United Nations Environment Program (UNEP).

 

Three vacant seats given to the countries of the Eastern-European Group were gained by Belarus, Hungary and Croatia. Under the rotation scheme approved within the framework of the Eastern-European Group the Republic of Belarus will be a member of the UNEP Board of Governors from 2009 till 2011.

 

UNEP is composed of representatives of 58 countries from five regions of the world. Members of the Board are elected by the UN General Assembly. UNEP was founded in 1972. Its main goal is to provide leadership and encourage partnership in caring for the environment by inspiring, informing, and enabling nations and peoples to improve their quality of life without compromising that of future generations. Being a UN main body in the environment sphere UNEP draws up a global ecological program, promotes the implementation of the environmental sustainable development projects within the UN framework and protects natural environment of the globe. UNEP is headquartered in Nairobi (Kenya).

Inflation in Belarus Stands at 1.5 Percent in October

 

According to the Ministry of Statistics and Analysis of Belarus in October inflation stood at 1.5 percent in the country.

 

In January-October 2007 the consumer price index for goods and services made up 107 percent. The average monthly increase in prices – 0.7 percent since the beginning of the year.

 

EBRD to Allocate EUR 1 Billion for Power Engineering Project in Belarus

 

The European Bank for Reconstruction and Development (EBRD) is ready to allocate EUR 1 billion to implement a large private power engineering project in Belarus.


The intent was voiced at a meeting between a delegation of the Energy Ministry headed by Deputy Minister Leonid Shenets and representatives of the Bank on November 14. The European Bank for Reconstruction and Development was represented by EBRD Director for Caucasus, Moldova and Belarus Michael Davey and Chief of the EBRD Office in Belarus Valdas Vitkauskas.

 

The talks focused on possible cooperation of the EBRD with Belarus in power engineering and possible financing of potential renewable energy projects.


Michael Davey also suggested holding consultations with EBRD advisor on power engineering issues in order to prepare more detailed feasibility studies of investments projects. The representatives of the Bank also showed interest in the Belarusian companies which plan to construct, upgrade and convert boiler-houses into mini-CHP plants.

 

MAZ Buses on Display at BusWorld 2007

 

For the first time Minsk Automobile Plant (MAZ trademark) has presented its passenger transportation solutions at the largest international expo BusWorld 2007 in Kortrijk, Belgium, Deputy Commercial Director of BelavtoMAZ Alexander Khamitsevich told reporters recently.

 

At the expo MAZ showed its low-floor medium-capacity Euro-4-compliant urban bus MAZ-206 and a low-floor large-capacity urban bus MAZ-203 (powered by a Euro-4-compliant Deutz engine). These models fully meet the EU requirements.

 

BusWorld gathers producers of passenger vehicles once in two years. Busworld 2007 gathered 360 bus makers from 32 countries. All in all, over 500 buses were showcased.

 

MAZ’ bus division, AMAZ, was set up in 1992. The enterprise manufactures urban, suburban, intercity buses and tourism coaches. AMAZ offers 12 bus models and 50 modifications based on them, including special buses for special operating conditions. MAZ buses can be optionally fitted with air conditioners and wheelchair ramps. Belarusian-Italian Chip Fuel Venture Set Up in Liozno

 

Foundation documents for setting up a Belarusian-Italian joint venture ICLBel specializing in forest harvesting and chip fuel were signed in Vitebsk on November 12. The joint project will be implemented on the basis of Liozno forestry enterprise. Deputy Minister of Forestry Industry of Belarus Yuri Nazarov took part in the signing. The Italian side was represented by Global Wood Holding S.A. The group of Italian specialists was headed by Vice President of UniCredit Group Fabrizio Palenzona.

 

According to Press Secretary of the Ministry of Forestry Industry Ruzhena Novitskaya, the Italian investors own 80 percent of the shares of the joint venture, Vitebsk forestry industry manufacturing association – 5 percent, Liozno forestry enterprise – 15 percent. The Italian side invested $2 million into the statutory fund, Liozno forestry enterprise.

 

The scale of the investment project is impressive. There are plans to process 600,000 tons of crude materials per annum and produce 700,000-800,000 cubic meters of chip fuel.

 

According to Fabrizio Palenzona, the investors plan to attract at least $10 million. The landscape is peculiar in the Liozno region and requires special machines, which is why most investments will be poured into purchasing machines and equipment. There are plans to spend around $3 million on setting up the infrastructure of the company.

Belarus to Conclude Agreements with Spain, Ireland on Children’s Recuperation Programs

 

Belarus intends to conclude international agreements with Spain and Ireland on recuperation programs for Belarusian children. The drafts are currently under consideration, Deputy Education Minister of Belarus Tatiana Kovaleva told this week to reporters.

 

“Many Belarusian children go to Spain and Ireland for recuperation holidays. The governments of these countries have supported the proposal to develop relative agreements,” Tatiana Kovaleva noted. According to the Deputy Minister, “the agreement will guarantee the social protection of children and institute responsibility for both the sides at the level of the governments.” It is a very complicated issue as the recuperation programs in foreign countries are carried out at the level of private initiatives without interference of government bodies, the official added.

 

As of today, such agreement has been concluded by Belarus with Italy only.

 

Aqua Park to Open in Zhlobin in December

 

In December this year an aqua park will be opened in Zhlobin, Gomel region. Now finishing works are underway.

 

The facility will include two swimming pools, one for children and one for adults with a 30 meters slide and jacuzzi, saunas, massage rooms, solarium, recreational rooms with jacuzzi and hydro massage baths.

 

This will be the first aqua park in the Gomel oblast. The park will be part of the Zhlobin Sports and Leisure Center which also incorporates an ice palace, a swimming pool and a hotel.

 

Belarus National Museum of Arts Presents Exhibition of Modern Japanese Ceramics

 

Exhibition “Modern Japanese Ceramics” opened in the Belarusian National Museum of Arts on November 14. The exposition has been organized under the auspices of the Embassy of Japan in Belarus and the Japanese Fund.

 

The exposition is timed to the 15th anniversary of establishing the diplomatic relations between Belarus and Japan.

 

The exposition features 42 ceramic articles of 42 Japanese potters who created their works in the 50-90s of the 20th century.

 

Many of the potters, whose works are presented at the exhibition, studied and worked in the USA. This fact had an influence on the process of forming of a peculiar style of the Japanese ceramics. The base of the display are the works of the potters who continue the traditions of the ceramic-makers from Kyoto (Sodeisha group).

 

The exposition is a resumption of the exhibition of modern Japanese potters “Traditional Japanese Ceramics” which was displayed in the Belarusian National Museum of Arts under the auspices of the Japanese Fund in 2004.

 

The exhibition “Modern Japanese Ceramics” will be running in the museum through November 28.
