Results of Social-Economic Development of Belarus in 2005 Seems to Be High

 

On November 10, 2005 President of Belarus Alexander Lukashenko met with Prime-minister of Belarus Sergei Sidorskiy. During the meeting the Prime-minister informed the President about the results of socio-economic development of the country for 10 months of the current year.

 

On the whole the economy is developing actively and efficiently. GDP grew by 8.6 per cent against 2004. It enables the government to pay pensions in full and to give all social guarantees to citizens. The average monthly wage till the end of the year should reach $ 250 in equivalent.

 

Sergei Sidorskiy noted that in October inflation was 0.9 per cent. This is one of the lowest indices among the CIS member-states. On the whole in January-October inflation made about 5 per cent.

 

The Prime-minister stated that over the period the foreign trade of Belarus accounted for over $ 25 billion having increased by 11 per cent. A surplus of foreign trade makes up $ 655 million.

 

An important economic indicator is profitability of products which accounted for 16 per cent while labor productivity surpasses 10 per cent. It is important that the GDP growth is achieved by means of cutting down the GDP energy intensity. The positive tendencies attest to the effectiveness of the program on developing economy, energy intensity and energy safety.

 

The President was informed that over the 10 months about 3 million square meters of housing were constructed in the country. The program on construction of houses in rural regions has been also successfully underway.

 

 

President of Belarus Alexander Lukashenko Says That Belarus Should Spend Budget' Incidental Revenues on Social Projects

 

Belarus’ incidental state budget revenues will be spent on paying wages and salaries, pensions and doles and invested in healthcare and education, as well as construction of social facilities. A meeting headed by President of Belarus Alexander Lukashenko recently considered a draft ordinance on adjustment of state budget parameters.

 

Belarus has managed to exceed planned budget revenues owing to the change to the destination basis of VAT collection in trade with Russia and increase in the efficiency of the national economy.

 

The President demanded that the money invested in social projects should be spent efficiently. Belarus’ Finance Ministry posted a state budget surplus of 997 billion Belarusian rubles (Br), or 2.5 percent of the gross domestic product (GDP) in January-August, 2005. (Br 2,150 - U.S. $1)

 

 

Belarus Sees HealthCare Spending Up By 21 Percent in 2006 to 4.6 Percent of GDP

 

Belarus plans to increase healthcare spending by 21 percent in 2006 or by 4.6 percent of the gross domestic product (GDP). This measure should help to introduce and develop highly-specialized and high-technology equipment and methods and upgrade the physical infrastructure of the sector.

 

In years to come it is planned to focus on fee-based medical services in special-purpose facilities. Hospitals and out-patient clinics will not provide paid services.

 

 

Belarus Cut Import Dependence By $1.47 Billion Since 1997

 

Belarus has produced $1.47 billion worth of import-substituting products since 1997, when the state program for import substitution was launched.

 

The program aims at producing quality commodities and supplying them to the domestic market instead of imported goods in order to improve the structure of trade, save foreign currency and encourage economic growth. The program allows increasing the competitive power of domestic producers and enhancing the export potential of the country. Since 1997, 43.5 percent of import-substituting products have been exported.

 

The companies involved in import-substituting and so-called “export-oriented” projects enjoy certain tax preferences, cheaper loans and lower customs duties.

 

 

Belarus Completes Drafting of Registration Documents of Hi-Tech Park

 

The drafting of the registration documents on developing the Park of High Technologies in Belarus is nearing completion, chairman of the Presidium of the National Academy of Sciences Mikhail Miasnikovich has told last week.

 

According to him, the documents will be submitted for approval in the next two weeks. Founders of the park have not been determined yet. As Mikhail Miasnikovich noted, the Park of High Technologies in Belarus will run on its own funds. “The preferences ensured in the decree “On the Park of High Technologies” should create the capital of the companies which they will further allocate in investment objects”, Mikhail Miasnikovich said. “As this is a growing branch of economy we hope to attract both national and foreign investments. Foreign companies are expected to act as investors rather than IT companies who will provide office premises, create necessary infrastructure for the residents of the Park of High Technologies”, he noted.

Belarus Denounces Acts of Terrorism Committed in Jordan

 

President of Belarus Alexander Lukashenko extended condolences to King of the Hashemite Kingdom of Jordan Abdullah II in connection with the terrorist acts in Amman that caused great loss of life.

 

In the statement made by the Ministry for Foreign Affairs of Belarus concerning acts of terrorism in Jordan Belarus denounces definitely the acts of terrorism committed in Amman, the capital of Jordan that entailed numerous human victims. Belarus expresses condolences to relatives of the deceased and to the leadership of Jordan. There is no and couldn't be any excuse for this crime. Belarus upholds resolute hard-edged measures undertaken by Jordan against terrorism and is convinced, that only the consolidation of international efforts in the fight against this global challenge to the humanity can make the world safer.

 

 

Talks Between Belarus and WTO member States Make Progress

 

Significant progress has been achieved during bilateral talks on Belarus' accession to the World Trade Organization in Geneva on October 20-26, 2005. Belarus has almost completed negotiations with Cuba and China and the dialogue with Turkey, India and to a certain degree Japan is in its final stage. Belarus also intends to complete as soon as possible the bilateral talks with the European Union, the United States of America, Canada and Australia.

 

 

Belarus and Russia Agreed Draft Document on Understanding in Issues of Joining WTO

 

Belarus and Russia have agreed the draft document on understanding in the issues of joining the World Trade Organization.

 

In line with the document, if one of the countries joins the WTO first, the bilateral relations between Belarus and Russia will not deteriorate and other countries will not be given more preferential terms in mutual trade. The document will be submitted for consideration of the heads of state in the near future.

 

Belarus would like to join WTO simultaneously with Russia but it could be different. Even if Russia becomes a WTO member earlier, the economy of Belarus will not be affected. Moreover, Belarus would be able to learn from Russia’ experience to complete all WTO accession procedures. The WTO regulations and rules do not exclude possible unions between states including in customs sphere if this does not hurt their membership in the WTO.

 

 

Trade Turnover between Belarus and Ukraine Can Surpass $ 2 Billion Next Year

 

Belarus and Ukraine signed on October 11 2005 a plan of actions for 2006 for the implementation of the interstate cooperation program between the Republic of Belarus and Ukraine for 1999-2008.

 

After a signing ceremony first vice prime minister of Ukraine Stanislav Stashevskiy stated that he is confident that next year the trade turnover between Belarus and Ukraine can surpass USD 2 billion. According to him, such forecast is driven by the dynamic development of trade relations between the two states this year.

 

Thus, over the first 9 months of the year the trade turnover exceeded the amount of 2004 – $ 1.3 billion. By the end of the year this index should reach $ 1.7 billion.

Belarus' International Reserves Up By 69 Percent to $ 1.3 Billion

 

Belarus’ international reserves, based on the International Monetary Fund’s (IMF) methodology, increased by 69 percent to $1.301 billion as of November 1, 2005.

 

Foreign currency reserves amounted to $1.173 billion, monetary gold amounted to the equivalent of $126.5 million, while other assets were at $1.6 million.

 

 

Belarus' Companies Improve Quality Standards

 

A number of Belarusian industrial companies plan to introduce ISO/TS 16949 automotive quality standard in 2005-2006 as part of a pilot project.

 

This quality management standard may become a must for many Belarusian exporters. BelavtoMAZ, Minsk motor Plant (MMZ), Borisov Avtogidrousilitel Plant, Baranovichi-based plant of components are taking part in the pilot project. Belarusian Metal Plant (BMZ) has already adopted ISO/TS 16949 standards for its metal cord and wire productions.

 

A total of 555 Belarusian companies have ISO 9000 certificates, and another 120 plan to adopt ISO 9000 standards by the end of this year. Fifty-four enterprises have received ISO14000 certificates so far, and their number is expected to double this year. Forty companies have adopted HACCP quality management standards, and some 739 commodities may be marked with “CE”.

 

Besides, Belarusian pharmaceutical companies and cosmetics producers have started upgrading their productions towards GMP standards. The first certificate was received by Borisov plant of medical products. Certification audits have been completed at Belmedpreparaty and Minskintercaps.

 

 

Belarus Joined PEFC to Meet International Wood Preservation Requirements

 

Belarus has joined the Council of the Pan-European Forest Certification Scheme (PEFC) in order to meet all international wood preservation requirements, enhance the competitive power of the forestry sector, improve management methods and lift barriers in foreign trade.

 

Belarus plans to submit to the PEFC Council the national forest certification scheme, which is to be reviewed by an independent party. In case of a positive review all forests that have national certificates will automatically receive PEFC certificates, and all holders of national certificates will be allowed to use the PEFC logo. The PEFC Council includes about 30 member countries and is one of the leading authorities in forest certification. More than 40 percent of European forests are PEFC-certified.

 

Belarus plans to have all its forest farms certified in accordance with widely spread in the U.S. Forest Stewardship Council (FSC) standards in 2007. In 2005, it is planned to have 25 farms certified, in 2006 the figure will reach 65, and the remaining farms will be certified in 2007. Belarus has 98 forestry farms.

 

 

EBRD to Invest $ 80 Million in Olivaria Brewery

 

The European Bank for Reconstruction and Development (ERBD) will invest $ 80 million in the Olivaria Brewery development. The EBRD has purchased 30 percent of the brewery’s shares. The EBRD package of shares accounts for $ 4,18 million. The ERBD will grant Olivaria a $ 3.8 million loan for seven years at interest of 7 per cent per annum.

 

The consulting company “Prime Investment” acted as the main strategic and financial consultant of Olivaria. The proceeds from the sale of shares and loans will be used to improve the technical state of the company, to increase its productive capacity and to ensure high quality of products.

 

 

European Commission Raises Quotas for Imports of Belarus' Textile

 

The European commission increased quotas for imports of the Belarusian textile by the end of 2005 by 50 per cent of Belarus’ request. Belarus has already received 80 per cent of quotas for flax and by the end of November it will reach 90 per cent of annual deliveries.

 

 

Belorusneft Opens Tender to Perform Justification of Investments in Establishment of Processing Facilities

 

Belarus’ oil producing monopolist Belorusneft has opened a tender to perform the justification of investments in the establishment of its own processing facilities.

Three New Metro Stations Has Opened in Minsk

 

Residents of Minsk received a long-awaited and wonderful present: three new metro stations – “Kamennaya Gorka”, “Kuntsevschina” and “Sportivnaya”. which were sent into service on November 7, 2005. President of Belarus Alexander Lukashenko took part in a solemn inauguration ceremony of the three new metro stations and thanked heads and workers of the Minsk underground construction and all those who participated in the metro development.

 

The second line of the capital’s underground comes now across the city from the west to the east. Modern and unique architectural decisions have been used in the construction. The new metro stations have been decorated with granite, marble, cermet and aluminium. The stations were fitted with lifts for wheeled-chair people. Today the total length of the Minsk underground makes 30 kilometers. The new metro stations will solve the problem of increased transport flows. It is also important that the underground is the most efficient, high-speed and ecologically-friendly transport means. Every day the Minsk underground transports 700-800 thousand passengers what makes one third of the urban passenger hauls.

 

 

Belarusian Young Spectators Theatre Opens Jubilee Season

 

The Belarusian Republican Young Spectators Theatre has opened its 50th season by premiering the interactive show, The Incredible Adventures of Little Bear and His Friends in Wonderland. Children participated by coming up on stage to join in with the adventures and, afterwards, took part in another play featuring the theatre’s actors and their teachers. The company is also preparing to stage William Shakespeare’s Love’s Labor’s Lost — a play previously only staged in Russian in Moscow and Riga.

 

 

Yevgeny Bulov Exhibits His Masterworks in Mogilev

 

Yevgeny Bulov, the famous Belarus caricaturist, is showing two hundred pieces at an exhibition in Mogilev; they are from his several thousand strong collection created over the past twenty five years. It is the artist’s first exhibition held in his native town.

 

Earlier exhibitions have been held in Poland, France, Belgium and Germany. Mr. Bulov believes that, in order to create art, an unusual out look on life is necessary.

 

 

Soligorsk Shakhtyor Become a Winner in 2005 Belarus Soccer Championship

 

No one expected Soligorsk Shakhtyor to win this year’s Championship (not even their head coach, young and ambitious Yuri Vergeichik, who is often called Belarus’ ‘most optimistic trainer’ – like well known Jose Mourinho. Mr. Vergeichik is known in Belarus for being a professional soccer player – playing as a midfielder for Minsk Dynamo in the USSR Championship, then for Germany and then in the highest league of the Belgian Championship. Having returned home, he joined Soligorsk Shakhtyor but was soon forced to retire with an injury; he then became assistant coach.

 

For a long time, Shakhtyor has shown middling results but their main sponsor i.e. Belarus Potassium Company – Belaruskali has always been very patient and attentive. Now, the Soligorsk players have found success at last. Shakhtyor’s membership of the Belarusian soccer elite has coincided with Yuri Vergeichik’s position as head coach. In the four years of his leadership, the club has never dropped below fifth place in the Belarus Championship and has taken two bronze medals and one Belarusian Cup. In 2005, the team achieved their long expected triumph!
