Belarus' GDP Up By 8.7 Percent in January-September, 2005

 

Belarus’ gross domestic product (GDP) increased by 8.7 percent in January-September 2005.

 

Industrial output in the period up by 9.7 percent and agriculture output as of September 1, 2005 rose by 3 percent.

 

 

The Government Increased First Class Wage Rate

 

The Government of Belarus increased the first class wage rate to 58,000 Belarusian rubles (Br) from the current 51,000 rubles and the base unit to 29,000 rubles from 25,500 rubles on October 1.

 

The rise in the first class wage rate will cause an increase in salaries in the budget sector. The base unit is used for calculation of state duties, fines and income tax. The government last increased the first class wage rate on April 1, 2005.

 

 

Belarus Introduces Ban on Poultry Imports from Turkey and Romania

 

The Belarusian veterinary inspection of the Agriculture Ministry introduced on October 9, 2005 a ban on imports of poultry meat from Turkey and Romania, where an outbreak of bird flu was registered. Belarus banned imports of poultry from Kazakhstan on August 3, 2005.

 

The measure is temporary and aims at preventing the spread of the virus. Belarus banned imports of live poultry, eggs, down and other poultry processing products.

 

Imports of poultry are insignificant, as Belarus’ poultry output almost fully meets its domestic requirement.

 

 

Ministry of Transport Developed Roads of Belarus Program for 2006-2015

 

The Transport Ministry of Belarus has developed a road development and construction program Roads of Belarus for 2006-2015.

 

The program envisages maintenance, repairs and construction of the country’s roads and engineering structures, development and construction of Belarus-based sections of international transport corridors and encouragement of scientific and technical progress in road construction.

 

The program will be financed from the tax on the use of roads, tax from purchase of vehicles and sale of fuel, road toll collected from large vehicles and some other taxes.

 

 

Valery Tsepkalo Appointed Director of Belarusian IT-Park Administration

 

President of Belarus Alexander Lukashenko has appointed Valery Tsepkalo director of the administration of the Belarusian IT-Park and relieved him of the post of the presidential aide and presidential plenipotentiary representative in the Parliament. At the same time, Valery Tsepkalo retains the rights and duties of a presidential aide.

 

The administration of the IT-Park manages the IT-Park, submits documents regarding the registration of companies and individuals in the IT-Park, revocation of the status of residents and registration of business projects to the Supervisory Council of the IT-Park. The administration also reviews documents and business projects of the residents of the IT-Park, analyzes the activity of residents and leases facilities and premises of the IT-Park to its residents.

 

The IT-Park is to cover 50 hectares and will be located in the northeast of Minsk, Belarus’ capital city. All residents of the IT-Park will enjoy special preferential conditions for 15 years. Residents of the IT-Park are exempted from taxes and dues on revenues and sales of commodities, work and services, as well as intellectual property rights, and profit tax. The residents of the IT-Park are to enjoy reduced VAT, import duties on production equipment, offshore duty, rent rates and obligatory sale of part of revenues in foreign currency.

 

 

INTERNATIONAL COOPERATION

 

Belarus supports CACO' accession to EurAsEC

 

President of Belarus Alexander Lukashenko as Chairman of EurAsEC gave his consent to the accession of the Central Asian Cooperation Organization (CACO) to the Eurasian Economic Community (EurAsEC) during his phone talk with President of Russia Vladimir Putin.

 

The decision on the accession of the CACO to the EurAsEC was made at the St. Petersburg summit of the CACO. The Central Asian Cooperation Organization includes Russia, Kazakhstan, Tajikistan, Kyrgyzstan and Uzbekistan. Uzbekistan is not part of the EurAsEC. The decision to unite the two organizations is due to the same strategic interests of the members, similar functions of the organizations and necessity to reduce expenses. A special working group is to be created to unite the CACO and the EurAsEC.

 

The EurAsEC establishment treaty was signed by the presidents of Belarus, Kazakhstan, Kyrgyzstan, Russia and Tajikistan in October 2000. Armenia, Moldova and Ukraine are observers with the EurAsEC.

 

 

Next Commonwealth of Independent States' (CIS) Meeting to Take Place in November

 

The next meeting of the CIS Council of Prime Ministers is to take place on November 25, 2005, the chairman of the CIS Economic Council, Industry and Energy Minister of Russia Viktor Khristenko told the 25th meeting of the CIS Economic Council last Wednesday.

 

The meeting of the Economic Council was held behind closed doors. According to a source in the CIS Executive Committee, representatives of all CIS member countries were present at the meeting. Of the 20 issues on the agenda all were agreed but for the budget of the CIS bodies.

 

Among the documents coordinated by the council were the draft agreement on favorable economic and organizational conditions to expand leasing in the CIS, draft agreement on medium-term arrangements to promote competitive products to the domestic market of the CIS and foreign markets until 2010 and draft convention on border cooperation of the CIS member countries.

 

 

New Cooperation Strategy for Belarus to Be Prepared by World Bank by Mid-06

 

The World Bank plans to prepare a new country cooperation strategy for Belarus by the middle of 2006 allowing for the targets of social and economic development of the country for 2006-2010, the head of the WB office in Belarus, Vadim Voronin, told reporters last Tuesday.

 

According to Vadim Voronin, WB specialists will start drafting the strategy as early as this November.

 

The recovery of the Chernobyl-hit areas of Belarus will remain one of the key priorities for the WB in Belarus. Besides, the new strategy is to focus on the development of large infrastructure facilities with the assistance of the WB, including projects in road construction, public utilities and construction. It is also planned to review Belarus’s fuel and energy sector and the country’s WTO accession efforts.

 

 

Belarus and World Bank to Implement Joint Project

 

The joint project of the World Bank and Belarus aimed to connect houses that use wood to gas pipelines and increase energy efficiency in the areas affected by the Chernobyl disaster is to be submitted to the Board of Directors of the World Bank in December, the head of the WB office in Belarus, Vadim Voronin, told reporters Tuesday. The project investments will be implemented in three regions of Belarus: Gomel, Mogilev and Brest.

 

According to him, the project might be considered in early January 2006. The project costs an estimated $50-55 million.

 

 

Minsk Hosts Inter-Industry Cooperation Exchange Belarus-Germany

 

The capital of Belarus, Minsk hosts the inter-industry cooperation exchange Belarus-Germany as part of the visit of representatives of German business to the country. The German delegation is led by advisor of Germany’s Economy and Labor Ministry Wolfgang Stopper.

 

The delegation includes representatives of 17 companies involved in construction, engineering, municipal services and processing. Thirty-five Belarusian companies are taking part in the exchange; more than 170 meetings are to be held between business partners.

 

 

BUSINESS AND ECONOMY

 

Belarus Intensifies Exports of Services

 

Belarus’ exports of services rose by 22.1 percent in January-August 2005 to $1.398 billion. Of the total, exports of services to the CIS countries amounted to $475.2 million, up by 22.3 percent, including exports to Russia, which amounted to $310.3 million, up by 19.4 percent. Belarusian exports to non-CIS countries went up to 22 percent to $922.3 million as of September 1, 2005.

 

The greatest increase of exports observed in transportation, business, constructions and communication services.

 

 

Belarus to Launch 44 Technical Regulations to Meet European Union Requirements

 

Belarus plans to introduce 44 technical regulations to meet the directives of the European Union (EU) in 2005-2008.

 

Belarus is reforming standardization because of new laws regarding technical norms and standards. Seven priority regulations have been drafted in Belarus in 2005 and are being considered now.

 

Among the key documents are the regulations concerning low-voltage installation, electromagnetic compatibility, mechanical production safety, packaged merchandise and pharmaceuticals. Belarus will soon introduce new regulations regarding foodstuffs, chemicals and medicines.

 

 

Belarusian Companies Introduce Quality Management Standards

 

Belarusian companies have intensified their efforts to introduce international quality management systems in order to increase exports. Belarus has focused on the HACCP system to boost its exports of foodstuffs. Thirty-five Belarusian companies have received HACCP certificates so far, and this number is expected to rise by the end of the year.

 

About 530 companies have ISO 9000 certificates, and another 120 plan to receive them by the end of this year. A total of 42 enterprises have received ISO14000 certificates so far, and their number is expected to double this year. Some 725 articles may be marked with “CE”.

 

Besides, Belarusian pharmaceutical companies and cosmetics producers have started upgrading their productions towards GMP standards. Belarusian companies are also ready to launch integrated quality management systems in order to save resources, optimize structure and simplify management.

 

 

Belarus' Oil Exports Up By 25 Percent in January-September 2005

 

Oil exports of the main Belarus oil production company, Belorusneft increased by 25 percent in January-September 2005 to 914,500 tons. A total of 650,000 tons of oil was exported by pipeline transport and 264,500 tons by railroad.

 

Poland accounted for most of Belarus’ oil exports, which were delivered for the most part by pipeline transport. Oil exports in 2005 were projected between 900,000 tons and 1.140 million tons, against 1.051 million tons in 2004, up by 31 percent.

 

 

Siberian Coal Energy Company, Russia to Raise Purchases of BELAZ Trucks

 

Siberian Coal Energy Company (SUEK), Russia, which accounts for 35 percent of Russia’ total coal output, plans to increase by 25 percent in 2006 purchases of Belarusian mining equipment produced by BelAZ, Belarus, one of the world’s largest makers of opencast mining equipment and mine trucks.

 

SUEK signed a master agreement on cooperation with the Belarusian plant and its authorized representative in Russia, BelAZ-Komplekt Plus. The parties agreed to develop a long-term scheme of supplies of mine dump trucks and special equipment to coal-mining and transport companies of SUEK and service maintenance.

 

Founded in 1948, now BelAZ produces more than 200 models of mine trucks with a carrying capacity ranging from 30 tons to 200 tons and special machinery, including front-end loaders and wheeled bulldozers. The main buyers of BelAZ trucks are Russia, Ukraine, Kazakhstan, China, Vietnam, Turkey and Bulgaria.

 

 

Belarusian Metallurgical Plant Increases Steel Production

 

Belarusian Metallurgical Plant BMZ, which is situated in the City of Zhlobin, Gomel Region of Belarus raised steel output by 6.1 percent in January-September 2005 to 1,472.5 thousand tons. The company produced 1.266 million tons of rolled metal and 62 thousand tons of metal cord.

 

In January-September 2005 the company’s output in comparable prices made 10 percent up to compare with the corresponding period of 2004.

 

The value of goods exported by the company in January-September 2005 totaled $598.9 million, 7.6 percent up.

 

 

MTZ Boosts Tractor Output By 21.5 Percent

 

Minsk Tractor Plant has increased the output of tractors by 21.5 percent over January-September 2005 to 31,942 units.

 

In 2005 MTZ is planning to raise the output of tractors by 10 percent to 38,000 units. Within the period of January –September 2005 MTZ exported 13,579 tractors, or 95.7 percent up on 2005.

 

 

Belarusian Potassium Company Started Selling Potash Fertilizers

 

Belarus’ potash fertilizers producer Belaruskaly, one of the largest potash fertilizers producer in the world, started selling fertilizers via Belarusian Potassium Company on September 26, 2005.

 

The open joint-stock company Belarusian Potassium Company was set up in April 2005 between Belaruskaly with 98 percent and open joint-stock company Grodno Azot with 2 percent to sell Belarusian potash fertilizers without intermediaries.

 

Belaruskaly stopped working with its former partners International Potassium Company, Baltkaly, Ukrkaly and office of Belneftekhim in Latvia.

 

Belaruskaly is to deal with customs formalities and remove potash fertilizers from Belarus, while Belarusian Potassium Company has the sole right to sell and export potash fertilizers.

 

 

BELTELECOM Opens Tender to Purchase Network Equipment

 

Belarusian company Beltelecom has opened tenders to purchase network equipment and a hardware/software solution for data processing centers. Beltelecom was founded in July 1995. The company provides about 70 services, including telecommunication and Internet access services.

 

Beltelecom plans to buy Alcatel 1000 S12 type cross-connect equipment for the city of Gomel and EWSD equipment for the city of Grodno. Beltelecom is accepting bids for the tender to supply Alcatel 1000 S12 type solutions until 15:00 November 1, 2005 and tender to supply EWSD equipment until 15:00 November 2, 2005. The winner is to launch the equipment by December 20, 2005. Beltelecom plans to pay in installments within one year. Bidders must have at least three years of experience of production or supplies to the Belarusian market.

 

Beltelecom is accepting bids for the tender to supply the hardware/software solution until 12:00 November 1, 2005. The tender guarantee is at U.S. $10,000. The terms of the tender include the supply, installation, testing and guaranteed maintenance of the equipment, as well as the training of personnel. BORIMAK Opens Tender to Purchase Pasta Production Equipment

 

Belarus’ open joint-stock company Borimak, based in the city of Borisov, in the Minsk Region, the country’s leading producer of pasta, plans to launch a new production line in 2006 to expand its capacity.

 

Borimak was set up in 1994 on the basis of Borisov pasta factory. The state holds 27 percent in the company, and individuals hold the remaining stake. The company’s annual output stands at 13,000 tons of pasta. Borimak accounts for 80 percent of Belarus’ pasta production.

 

The company opened a tender to purchase the line last Tuesday. Foreign suppliers may submit their bids. Bids are accepted by November. Berlin Hosts Presentation of Young Belarusian Designers' Works

 

The presentation of works of young Belarusian designers – participants of the international creative workshop Vogue Mill in Berlin – was held in the German capital in the prestigious French trading house Galerie Lafayette.

 

The author of the project implemented in line with the Embassy of Belarus in Germany is head of the center on modern style and vogue Universum Models in Belarusian State University Sasha Varlamov. The project Picture of Mood has been worked out jointly with the International Vogue School Esmod which has been cooperating with Belarus for 5 years already.

 

The fashion show has become the central event of the charity evening which funds would be passed to the German cardiology center treating children with heart diseases. Show of Hearts presented 24 collections chosen by specialists of Galerie Lafayette in the finals of the festival of vogue and photo Vogue Mill in Minsk in May 2005.

 

 

Belarusian Juniors Receive 8 Medals in European Senior Weight Lifting Championship

 

The Belarusian sportsmen won 8 medals in the European Senior Weight-Lifting Championship, which was held in Trenci, Slovakia.

 

The young Belarusian athletes received two gold medals. These were weight-lifter Nikolai Chernyak, in the 77 kg category, and Ekaterina Shkuratova, in the 75 kg category. Vadim Streltsov, in the 85 kg category, Andrei Aryamnov (94 kg) and Oleg Loban (105 kg) won silver medals. Nikolai Novikov (77 kg), Valeriy Sizenok (105 kg) and Tatyana Gromyko (75 kg) received bronze.

 

 

New Unique Exhibits Enrich Vankovichi's House Museum

 

New unique exhibits have enriched the museum Vankovichi’s House. Culture and arts of the first part of the 19th century. On October 12 spouse of the Foreign Minister of Belarus Margarita Martynova has passed the museum documents about life of famous Belarusian artist of the first part of the 19th century Valentiy Vankovich in Paris.

 

Photocopies of paintings, letters and other historical documents are among the new exhibits of the museum. Belarusian and foreign audience will be able to see the photography image of the icon Virgin Mary Ostrobramskaya, which is now located in the church of St. Severin in Paris.

 

These works were discovered by Belarusian diplomats in France in close cooperation with workers of Adam Mitskevich museum in Paris. Belarusian diplomats carry out a detailed work within the framework of the Foreign Ministry’s program searching and returning to Belarus historical and cultural values.

 

The idea to enrich the exposition with new documents from France appeared in the course of the Christmas meeting with spouses of foreign diplomats held by Margarita Martynova in this museum. Valentiy Vankovich is a distinguished artist who made great contribution to the development of the Belarusian and world culture.
