Alexander Lukashenko: US Act on Democracy in Belarus gives Belarusian Authorities "Advantage of as Minimum as 10%" in Forthcoming Election

 

Alexander Lukashenko called the Act on Democracy in Belarus adopted in the USA "as a not clever attempt to pressurize the country". "There could not be a better gift for the Belarusian authorities. If you are reproaching me for seeking an internal and external enemies then why give an additional occasion for me to find this enemy abroad? Why do you give these odds to us", the President stated.

 

According to the President, the released Act "gives the Belarusian authorities an advantage of as minimum as 10%" in forthcoming elections and referendum.

 

"Should they care about democracy in Belarus? They seem to forget that they have enough problems of their own. The mass media have shown that the USA has the most archaic system of elections when the president is not elected directly by people, but by electors. As a result the incumbent president has scored fewer votes that the runner up. Is it normal?"

 

 

Head of Presidential Administration Ural Latypov Stated that Policy of European Structures in Respect of Belarus Is Unfair

 

The policy of the European structures in respect of Belarus is unfair and amoral. Europeans sometimes use the practice of double and even triple standards, Head of the Presidential Administration Ural Latypov stated in an interview to the Belarusian Television.

 

Ural Latypov considers that the reason of such attitude is in haughtiness of big states. In this situation the government of Belarus carries on the policy profitable for the Belarusian people. As a result "Europe got heated in respect of the intractable republic let it force to its knees. Ural Latypov is convinced that such unfair policy will not give any results. In this situation Belarus is not only alive but is also developing. On the contrary those countries, which saluted to recommendations of international structures, have candles instead of light in hotels or for example stoke high-rise buildings with firewood as it is done in the Georgian capital.

 

According to Ural Latypov, there is nothing good in the decision of the USA to adopt on the legislative level sanctions regarding Belarus. "This law will be taken for long and those who are glad today do not understand all the consequences", the Head of the Presidential Administration considers. He is sure that even if the Belarusian opposition manages to get to power, the Act restrictions will not be abrogated immediately.

 

When touching upon the possible valuation of the forthcoming elections and referendum form the side of the OSCE Office for Democratic Institutions and Human Rights Ural Latypov stated that OSCE as a politicized organization recognizes the elections as democratic as the opposition manages to win. "If the opposition wins at 10% of polling stations the elections will recognized as 10%-democratic, if at 50% - the elections will be half democratic. And only if the opposition gains 100%-victory the observers will state that they have not seen such democratic elections yet". Such valuation of the elections campaign is not acceptable for Belarus, Ural Latypov stressed.

 

 

INTERNATIONAL COOPERATION

 

Belarusian Standardization Laws Brought in Accordance with WTO Norms

 

The Belarusian legislation on standardization was brought into compliance with the norms of the World Trade Organization (WTO), the Committee on Standardization, Metrology and Certification of the Council of Ministers of Belarus stated.

 

The legislation has been changed within the framework of Belarusian preparation for entering the WTO. In particular, since July Belarus launched the laws "On Technical Norms and Standardization" and "On Compliance Evaluation," which brought the Belarusian legislation into almost complete correspondence with the requirements of the WTO.

 

The above-mentioned acts take into account world tendencies in the development of standardization, it also implements the provisions of WTO agreement on technical barriers in trade, the principles and methods of technical regulation in the EU. In particular, the norms will take into account the international requirements connected with quality and safety of the produce, the processes of its production, development, exploitation, transportation and liquidation.

 

 

Seminar for Economic Aspects of Intellectual Property to Be Held in Minsk

 

A National Seminar for Economic aspects of intellectual property rights will be held in Minsk on November 10-11.

 

All aspects were discussed at the 40th assembly of the World Intellectual Property Organization (WIPO) that was held in Geneva on September 27-October 5, 2004.

 

Besides, Belarusian delegation and WIPO representatives discussed agreements reached during the visit of Belarusian President Alexander Lukashenko to Geneva in December 2003.

 

Belarus offered the UN to create a special fund to reimburse software manufacturers the expenses associated with software supplies at reduced prices to developing countries.

 

 

BUSINESS AND ECONOMY

 

GDP in Belarus Grows by 10.8% in January-September

 

For the 9 months of 2004 the Gross Domestic Product in Belarus made 110,8%, the Statistics and Analysis Ministry stated.

 

According to the Ministry, for the 9 months of 2004 the Industrial output reached 34.341trln rubles what is 15,7% more than last year's corresponding period. The growth of consumer goods' production reached 13.6%.

 

For the 8 months of 2004 the profitability of sales made 16.1%. The GDP power consuming reduced by 7.9% at this period.

 

 

Belarusian Government Approves Pharmaceutical Industry Development Policy

 

The Belarusian Government approved the pharmaceutical industry development concept until 2010.

 

"The concept aims at meeting requirements of medical companies and Belarusians regarding effective, safe and qualitative medicines that are on the list of key drugs," the official statement said.

 

Belarusian pharmaceutical industry is to increase its annual medicines output to U.S. $130 million by 2010. It is also planned to extend the range of drugs produced to 700 articles from 470 ones in 2004. The concept envisages the production of at least 60% of all medicines than are on the key drug list.

 

The government charged the companies to increase supplies to the domestic market to $80 million by 2010 from $35 million in 2004.

 

 

Belarus Develops Energy Security Concept

 

The National Academy of Sciences (NAS) and specialists of relevant ministries prepared a draft concept of Belarusian Energy Security.

 

The concept aims at increasing the share of local and alternative fuels in Belarusian fuel balance to 25-30% to cut energy imports. Currently natural gas (imported from Russia) accounts for 93% of electric power and heat generated in Belarus.

 

Belarusian key local fuels are coal, peat, wood and water resources.

 

The construction of three units of nuclear power plant with a total capacity of 2 million kilowatt might allow generating electric power for U.S. $0.0185 per kilowatt-hours. However, Belarus does not consider building a nuclear power facility.

 

 

Minsk Administration Opens Tender to Build Five-Star "Evropa Hotel"

 

The Minsk City Administration opened a tender to construct a five-star "Evropa Hotel".

 

Bids are accepted until the end of October. Both residents and non-residents may participate. The financial estimate of the hotel will be ready by May 2005. The architectural design is now being drafted by Triple creative workshop. The design documentation of the project costs an estimated 260 million Belarusian rubles.

 

The construction of the hotel is to be completed in late 2006.

 

 

Minsk Tractor Plant Increases Output in January-September

 

Minsk Tractor Plant (MTZ) boosted tractor output by 31.4% to 26,294 tractors in January-September 2004. The production volumes also increased by 30% to BYR 638.5 billion. The economic growth was provided by the extended product range and higher demand for Belarusian tractors abroad. MTZ sells over 80% of its output.

 

Currently the plant produces 34 basic tractor models varying from compact tractors to most powerful. This year the company continues designing a 350 hp basic tractor as well as a family of compact tractors Belarus-422 and Belarus-622 with 58 hp engines.

 

Minsk Tractor Plant is one of the world and the former USSR largest tractor producers, offering a range of 20-280 hp tractors. The company sells around 80% of the make abroad, with Russia sharing 30% of the foreign trade. Last year the company assembled 26,877 tractors.

Third National Festival of Belarusian Song and Poetry to be held in 2005

 

The 3rd National Festival of Belarusian Song and Poetry will be held in June 2005 in Molodechno.

 

The organizational committee of the festival will be headed by Deputy Prime Minister of Belarus Vladimir Drazhin.
