Comments by the Spokesman of the Ministry of Foreign Affairs of Belarus on the Adoption by the US House of Representatives of Belarus Democracy Act

 

Belarus Democracy Act is of clearly destructive nature.

The adoption of the legislation that was hurried through the House of Representatives is an attempt to interfere into internal affairs of a sovereign state.

The fact that the Act was hurriedly adopted without waiting for the outcome of parliamentary elections and national referendum clearly manifests that its main and unequivocal objective is to apply political pressure on the eve of these important events.

The actions of the House of Representatives vividly characterize the principles of the US foreign policies that are fully subjected to the strengthening of American dominance in todays world.

Taking unilateral measures against sovereign states is a very dubious practice both from the point of view of international law and their efficiency.

We do not accept the methods of pressure by force. The history of Belarus demonstrates that such actions have never achieved intended results.

Belarus stands for the development of Belarusian-American relations solely on the basis of equality and respect for mutual interests.
 

 

Representatives of Diplomatic Corps to Monitor Parliamentary Elections in Belarus

 

161 international observers have already been accredited in Belarus, including 94 members of the OSCE/ODIHR and 64 experts of the CIS mission. There are 32 and 18 long-term observers from the ODIHR and CIS missions respectively.

The Central Election Commission held a meeting with representatives of the diplomatic missions accredited in Belarus. Representatives of diplomatic corps expressed intention to monitor the forthcoming elections. Among them were representatives of the CIS, EU as well as US embassies.

The Central Election Commission welcomes the initiative of diplomats whose work makes the monitoring more efficient. The Central Election Commission has already registered 8 diplomats of the Russian Embassy in Belarus as international observers on the forthcoming Parliamentary Elections to the National Assemblys Chamber of Representatives and the Nationwide Referendum on October 17.
 

 

On Belarusian Health Care System

 

The Belarusian health care system is now reaching the world level in terms of using modern equipment and technologies, stated Belarusian Health Minister Lyudmila Postoyalko.

By the end of the year the national oncology institute will launch a unique linear accelerator, which will bring the treatment of oncological diseases to the new qualitative level.
Apart from that, the Minister informed, that in 2004 they will open Child Surgery Center, which is now supplied with the up-to-date equipment allowing to operate on congenital heart disease of children since infancy.

The Minister also noted, that at present they are modernizing the operation ward and creating the transfusion technologies center under clinic No. 9 of Minsk. "The center will be engaged in all kinds of transplantation, including renal transplantation," the Minister explained.

"Now we are integrating the haematology and blood transfusion institute with the national blood transfusion station into the R&D center for haematology and transfusiology," Lyudmila Postoyalko informed. The Minister hopes that the new technologies will solve the problems of blood processing the supply the population with all blood factors.

 

 

INTERNATIONAL COOPERATION

 

On Participation of Belarusian Delegation at 59th Session of UN General Assembly

 

On September 27 - October 2, 2004 Belarusian delegation participated in the 59th Session of the UN General Assembly.

Head of the Delegation Minister of Foreign Affairs Sergey Martynov took part in the work of the General Assembly Session.

Minister Martynov addressed the UN delegate at General Political Discussion. He voiced Belarusian point of view to the solution of the major problems of international cooperation.

Sergey Martynov's speech was focused on fight against terrorism, intensified activity of the UN General Assembly, reforms within the UN Security Council and specific problems of transition economies that should be reflected in the UN activities.

Sergey Martynov also participated in the meeting of foreign ministers of member-states of the Non Aligned Movement, which is traditionally held as part of the session of the UN General Assembly.

Minister also held bilateral meetings with the heads of the UN member-states delegations to address the issues of cooperation within the UN, development of high-level political dialogue as well as questions of trade and economic cooperation.

Belarusian Delegation Took Part in WB, IMF Annual Meetings Oct 1-3

 

Belarusian delegation led by Deputy Prime Minister Andrei Kobyakov took part in the Annual Meetings of the World Bank (WB) and International Monetary Fund (IMF) in Washington on October 1-3.

The delegation included representatives of Ministries Finance, Foreign Affairs, National Bank of Belarus and Belarusian commercial banks.

The Belarusian delegation also held meetings with the leadership of international finance institutions and private corporations.
 

 

UNFPA Joins Core ProPgram to Restore Chernobyl-Affected Regions

 

The United Nations Population Fund (UNFPA) becomes a new donor partner of CORE (Cooperation for Rehabilitation) International Program. The Fund decided to provide assistance in restoration of the reproductive health of the Chernobyl-affected population.

The 5-year project worth 4 million is aimed at improving living standards in Chernobyl-affected areas, which include Bragin, Stolin, Chechery and Slavgorod regions. Local residents are expected to take an active part in the project.
 

 

Belarusian MPs to Take Part in Inter-Parliamentary Union Assembly

 

The contribution of parliaments to fulfilling international agreements on non-proliferation of armaments and on disarmament in view of new security problems was discussed in Geneva at the 111th Assembly of the Inter-Parliamentary Union. A delegation of the Belarusian Parliament attended the Assembly on September 28-29.

The Assembly discussed measures taken to prevent proliferation of weapons of mass destruction and access of international criminals and terrorists to such kind of weapons.

As a part of considering the preservation of biological diversity members of more than 140 parliaments developed recommendations for preserving natural riches, flora, and fauna.

The discussion touched upon gender problems connected with social, cultural, economic, and political status of women in the society. The Belarusian MPs also attended meetings of the Inter-Parliamentary Union Council, Eurasia geopolitical group, and hold bilateral talks with parliament delegations from several countries.
 

 

UN Economic Commission for Europe to Draft Belarusian Ecology Review

 

UN Economic Commission for Europe (UNECE) started the Review of Ecologic Activity of Belarus.

The review evaluates the progress that Belarus made in carrying out ecological and economic tasks and following international obligations. The document aims at promoting sustainable development and unification of ecological polities in the UNECE region.

The document, when drafted, will help Belarus receive technical assistance for ecological projects.

The document will be distributed among the international finance organizations of the UNECE region.

Belarus Develops 2006-2010 Priorities for Science and Technology

 

Belarus is developing 2006-2010 priorities for science and technologies, the State Committee for Science and Technologies (SCST) stated.

In association with regional agencies, the Belarusian Academy of Sciences pointed out seven national priorities for science and technology aimed at sustaining innovative development in Belarus.

The priorities include resource-saving and energy efficient technologies aimed at producing competitive products; new materials and alternative energy sources; information and telecommunication technologies; agribusiness production and reprocessing technologies; industrial biotechnologies; ecology and rational land management, medicine and pharmaceuticals.

The decision was based on the analysis of the present-day economic development of Belarus. The country's major export potential is concentrated in industry, fuel and energy, agribusiness, transport and excavated raw materials.
 

 

Ministry of Industry Enterprises to Boost Production Volume by 15-20% in 2004

 

The enterprises of the Ministry of Industry of Belarus are expected to increase the production volume by 15-20% in comparison with the level of 2003, stated Industry Minister of Belarus Anatoli Rusetski.

In particular, the production of tractors will grow in 1.3 times to 34 thousand. TV sets production will increase in 1.7 times to over 1.2 sets.

The Ministry also noted the growth in the companies' sales volumes. As of September 1 the amount of goods in store reached 69% to the monthly output.

Professor of Brest State University Is Given Rank of "International Teacher 2004"

 

Professor of Brest State University Ivan Kotliar received the rank of the "International teacher 2004".

Ivan Kotliar received the honorary rank by the Cambridge International Biographic Center for his contribution to promotion of human rights. It is noteworthy, that Ivan Kotliar initiated introduction of the "Human rights" course in Belarusian universities. He is heading the Belarusian department of the intentional organization for human rights and has published a lot of scientific works and manuals on this topic.
 

 

Belarusian Team Wins World Firefighting Cup

 

The Belarusian team won the 2nd World Firefighting Championship.

Second in battle deployment exercise, the Belarusian team was the best in the team competition. In 2002 Belarus was the best at the first world firefighting championship in Moscow. The Ukrainian team won silver and the Czech team, bronze.
