National Export Development Program for 2006-2010 to Increase High-Tech Exports

 

In a framework of the implementation of the national export development program for 2006-2010 Belarus intends to increase the share of high-technology commodities in total exports to 37 percent by 2010 from the current 19 percent, Foreign Minister Sergei Martynov said.

 

"Exports of high-technology commodities, including energy and resource-saving solutions will double. Emphasis will be placed on the pharmaceutical sector, instruments and microelectronics,” Sergei Martynov said.

 

The export development program aims to increase the share of services in the country’s total exports. Exports of services are to rise by $1.1 billion by 2010 under the basic forecast and by $2.8 billion under the optimistic forecast. In 2004 Belarus exported $1.7 billion worth of services, up by 15 percent on the year.

 

The drafters of the program suggest a 4-stage foreign economic activity strategy. The export development program will serve as a basis at the first stage; the second stage will use detailed cooperation plans with key regions and countries (the list is being developed by the Foreign Ministry); the third stage provides for branch-wise export development strategies, while the fourth stage deals with key exporting enterprises. Sergei Martynov added that the program would be analyzed and adjusted every year depending on the situation on foreign markets, unlike the previous program, which was not flexible enough and turned out to be “slack”, the Minister said.

 

 

Government Approved National Demographic Security Program for 2006-2010

 

The Council of Ministers approved the national demographic security program for 2006-2010 to stabilize the demographic situation in the country.

 

The program was developed due to stop the rapid ageing of Belarusian population. Today the share of people aged over 65 is at 14.5 percent of the total population.

 

The program aims at overcoming the ageing tendency by increasing life span, birth rate, up to 9-10 per 1,000 people, and decreasing of the overall death rate, down to 12-13 per 1,000 people. Besides, it is important to preserve positive external migration, and decrease the number of people leaving villages.

 

The program includes three subprograms: Decreasing Preterm, Especially Preventable, Death Rate and Increasing Life Span subprogram, Stimulating Birth Rate and Strengthening Families subprogram, and Optimizing the Migration subprogram.

 

 

Belarus to spend $2 Billion in 2006-2010 for Chernobyl Aftermath

 

Belarus intends to allocate about $2 billion for the state Chernobyl program for 2006-2010.

 

Since the accident 137,600 people have been resettled from the affected areas. For these people more than 66,000 houses and apartments have been built, and 239 villages have been erected in uncontaminated areas. At present 1.3 million hectares of contaminated land are used in agriculture, which is comparable to the area under grain.

 

In 2004, Belarus received $83.2 million worth of foreign humanitarian aid and $218 million were allotted from the budget to deal with the consequences of the disaster. In 2005 it is scheduled to allocate $246 million from the state budget.

 

 

INTERNATIONAL COOPERATION

 

Belarusian Delegation Participates In 60th Session of UN General Assembly

 

Belarusian delegation headed by President of Belarus Alexander Lukashenko takes part in the 60th session of the United Nations General Assembly in New York.

 

On September 15, 2005 Alexander Lukashenko participated in the special top-level plenary session. The President of Belarus also considered development of bilateral relations with the presidents of Iran and Iraq.

 

Foreign Minister Sergey Martynov is also expected to partake in general political discussions and in a non-aligned movement foreign ministers meeting, as well as to hold some bilateral meetings.

 

The delegation of Belarus is to partake in plenary sessions and discuss issues important for Belarus, including the draft resolutions on Chernobyl and disarmament. By signing the Nuclear Terrorism Convention Belarus becomes a participating state of all anti-terror international agreements signed within the UN framework. Today only one-third of UN participating states assumed these cooperation commitments.

 

 

Belarus and World Bank to Carry Out Joint Chernobyl Recovery Projects

 

Belarus has prepared several Chernobyl recovery projects that are to be financed from an $80 million loan of the World Bank (WB). The World Bank may start financing from January 2006.

 

80 percent of projects’ costs are to be covered by the WB loan and 20 percent by Belarus’s own resources. $38 million are to be spent on gas, heating and water supply projects in the Chernobyl-hit areas.

 

 

Belarus Intends to Participate in Three Joint Kyoto Protocol Projects in 2006

 

Belarus plans to participate in three Joint Implementation projects of global greenhouse gas reductions in 2006 as part of the Kyoto Protocol of the UN Framework Convention of Climate Change (UNFCCC).

 

The Energy Efficiency Committee has already received several investment offers, but no actions can be taken before the Kyoto Protocol come into effect for Belarus on November 24, 2005.

 

 

Belarus and Russia to Establish Joint Integrated Interstate System of Navigational and Space Information

 

Belarus and Russia plan to establish an integrated interstate system of navigational and space information by 2011 as part of three union state programs Kosmos-BR in 1999-2002, Kosmos-SG in 2004-2007 and Kosmos-3 in 2008-2011.

 

Among the tasks of the Kosmos-SG program is the development of a technological and instrumental platform for earth remote sensing micro satellites, and establishment of the ground segment of the interstate navigational data system.

 

The parties plan to complete 70 percent of functional parts of the satellite vehicle, experimental part of the ground segment of the system, the center of archiving, cataloguing and data distribution by 2007.

 

Belarus and Russia intend to launch the whole system in the test mode by 2011.

 

 

BUSINESS AND ECONOMY

 

HORIZONT Output Up By 7.5 Percent

 

The output of Belarusian television manufacturer Horizont increased by 7.5 percent on the year to 467,071 television sets in January-August.

 

Exports of televisions rose by 50.1 percent on the year in January-August to $37.454 million. Russia, Ukraine and Kazakhstan are the main importers.

 

Horizont doubled the output in 2004 to 730,000 units on 2003, and plans to produce about one million television sets in 2005.

 

 

MTZ Tractor Exports Up By 13.1 Percent

 

The exports of Belarusian tractor manufacturer Minsk Tractor Plant (MTZ) increased by 13.1 percent on the year to 24,565 vehicles in January-August.

 

Supplies to Russia declined by 21.9 percent on the year to 7,905 tractors, while shipments to other CIS countries were down by 11.2 percent to 4,948 vehicles. Specialists believe exports to Russia and the CIS will exceed the 2004 level, however, exports are unstable now due to insufficient financing of agricultural sector.

 

Export to non-CIS countries was up by 94.6 percent on the year in January-August to 11,712 tractors. The rise was attributed to resumed exports to Pakistan.

 

In January-July, MTZ sold a total of 28,496 tractors, up by 17.7 percent on the year.

 

In 2005, MTZ plans to increase exports by 9.7 percent on the year to 34,150 tractors, mostly due to the expected rise in supplies to the CIS and the European Union. In 2004, tractor exports reached by 31,143 vehicles.

 

 

The Banker Awards "Bank of the Year 2005" to PRIORBANK, Belarus

 

The Banker, the renowned magazine of the Financial Times group, has awarded the prestigious prize Bank of the Year 2005 in Belarus to Priorbank, a subsidiary of Raiffeisen group.

 

The award Bank of the Year is given for different regions, countries and categories. Decisive for the honor are not only quantitative aspects such as total assets but also the development of modern technical infrastructures and future-oriented strategies and their implementation.

 

Priorbank is Belarus’ largest private commercial bank with 61.3 percent controlled by RZB-Austria through its 100 percent subsidiary Raiffeisen International Beteiligungs AG (RIB). EBRD has 13.5 percent in Priorbank, state-owned oil company Belorusneft 3.11 percent, the Ministry of Economy 2.13 percent, auto-producer BelavtoMAZ 1.96 percent.

Viktoria Azarenko, Belarus wins US OPEN Juniours

 

Viktoria Azarenko, Belarus defeated American Alexa Glatch in straight sets 6:3, 6:4 in the US Open Juniours finals. Teaming up with Marina Erakovich of New Zealand Viktoria made it to the doubles quarter-finals. Another young Belarusian Olga Govortsova and Bibiane Schoofs (the Netherlands) advanced to the semis.

 

 

Yanka Kupala Monument Delivered to Moscow

 

A monument to Yanka Kupala which is expected to be erected on Kutuzov Avenue of Moscow has been delivered to the capital of Russia.

 

The official ceremony of the monument’s opening is scheduled for the second half of October. The monument to Yanka Kupala is a gift to Moscow from Belarus. It was made by Belarusian sculptors Lev and Sergey Gumilevskiys, winners of the best monument project contest. Kupala-romantic will appear before Moscow residents. A 4-meter high bronze statue will be placed on a hill. A spring will be flowing out from the stone the writer is leaning on. Bushes and trees will surround the monument.

 

 

Second Stage of International Project "Mark Shagal. Color in Black and White" Starts in Minsk

 

"Mark Shagal. Color in black and white” is the name of the second stage of the joint German-French-Belarusian-Russian project which is successfully presents the art of the great master. In particular, his Germany-related period, which has been poorly covered in Belarus so far.

 

The exposition will stay open until September 21 at the Shagal museum in Vitebsk. September 26 to November 1 the exhibition will be held in the National Museum of History and Culture of Belarus in Minsk. It will showcase 76 paintings and etchings representing various periods of artistic life of the well-known painter. The exhibition will for the first time present the paintings of the master produced in Berlin. The paintings are provided by private collectors, inheritors of Mark Shagal Meret Meyer Graber and Bella Meyer and by State Art Museum n.a. Pushkin in Moscow, Mark Shagal Museum in Vitebsk.
