The Government of Belarus Cracks Down on Crime and Corruption

 

On August 28, Piotr Miklashevich, Prosecutor General of Belarus, delivered his report about the performance of prosecution agencies in reinforcing law and order in Belarus, fight against corruption and crime in January-July 2007 to President of Belarus Alexander Lukashenko.

 

According to the press service of the President of Belarus, the accomplishment of a set of measures contributed to steadying positive law enforcement tendencies, first of all, the falling crime rate. In January-July 104,507 crimes were registered in Belarus, 7.5 percent less than in the same period of last year. The number of grave crimes shrank by 20 percent. The number of homicides and attempted homicides went down by 12.2 percent (from 548 down to 481), robberies — 18.9 percent down (773 to 627), rapes and sexual assaults — 19.5 percent down (from 205 to 165), cases of disorderly conduct — 25.4 percent down (7,968 to 5,943). The crime rate among the underage decreased by 19 percent (from 4,753 to 3,852 crimes).

 

Nevertheless, the President demanded that the Prosecutor General should take more decisive and effective measures to fight crime.

 

It was also noted, in January-July 2007 the number of corruption-related crimes slightly declined in comparison with the same period of last year, which was attributed to a crackdown on this evil in Belarus. All in all, around 2,000 corruption crimes as well as 666 briberies were registered.

 

According to the Prosecutor General, the Anti-Corruption Law enforced in January 2007 played its positive role in decreasing the number of such crimes. The achievement was also attributed to the fulfillment of the State Anti-Corruption Program the President approved in May 2007, to anti-corruption propaganda and a set of preventive measures.

 

Yet Alexander Lukashenko demanded more vigorous and aggressive stance in fighting corruption in Belarus. He said, it was vital to detect corruption crimes at all levels of power.

 

The President was also briefed about the progress in investigating several major cases, in particular, a criminal case involving an illegal transfer of commodities through the Zapadnyi Bug customs house. The criminal actions resulted in around Br50 billion of damage.

 

The procuracy supervision exercised top-priority control in the branches of the national economy that directly influenced the national economic, food and energy security. Exercising control over the observance of laws and the legality of legal instruments, over the seven months of the year the prosecution carried out over 9,000 inspections of companies, establishments, local executive bodies, central government agencies and controlling bodies. The prosecution restored violated personal rights and imposed disciplinary, financial and administrative punishment on more than 20,000 infringers. Using extra-judicial procedures natural and juridical persons reimbursed over Br60 billion of damage they had inflicted. Law courts and economic courts satisfied around 10,000 suits filed by the prosecution and recovered more than Br100 billion of financial damage from the guilty.

 

Over the seven months of 2007, the prosecution processed 24,000 appeals from individuals. The appeals mainly concerned violated labor, housing or other social rights, illegal administrative punishments, and illegal actions of preliminary investigation bodies. One in five of the appeals was satisfied, with specific measures taken to restore violated rights and bring legal action against the guilty.

Special attention was paid to the operation of the investigative corps of the prosecution and improvement of its practices. The investigation of 2,400 cases was finished. Investigators of the prosecution handled around 85 percent of official malfeasance cases, which investigation represents special difficulty. During preliminary investigation, the prosecution’s investigators took measures to recover more than Br3.3 billion to repay the damage crimes had inflicted.

 

Prosecutors backed public prosecution in 37,000 criminal cases. Following protests the prosecution filed courts brought their rulings concerning more than 800 convicts into compliance with law, as such rulings wrongly qualified actions of the convicts, imposed unjustifiably soft or severe punishments and infringed other laws.

 

Over the seven months of the year the prosecution took part in court proceedings concerning almost 16,000 civil suits, corrected injustice concerning over 500 suits involving housing, labor and other social arguments between individuals and involving the protection of state interests.

 

2008 Budget to Provide for Maximum Support for Investment Projects

 

In line with the 2008 draft budget, investment projects will get maximum support, Sergei Sidorsky, Prime Minister of Belarus, said during the recent session of the Council of Ministers. The session focused on the President’s draft decrees “On approving most important parameters of the socio-economic development forecast of Belarus for 2008” and “On approving the monetary policy guidelines for 2008”, laws on the 2008 budget and on introducing amendments and addenda into several laws of Belarus and on recognizing several legislative acts of Belarus as the documents ceasing to be in force.

The Prime Minister said that the innovation program is very important for meeting the forecast of the socio-economic development of the country. In this connection the Government suggested that this program should be considered as a separate appendix of the 2008 budget. The state will provide support to the companies implementing most important investment projects by compensating some interest rate on banking loans.

 

The tax load will be reduced next year. According to Sergei Sidorsky, one of the turnover taxes will be abolished and the VAT rate will be increased in 2008. These moves will help increase competitiveness of Belarusian products and exports of Belarusian products.

 

The Prime Minister has reminded that in line with the innovation program for 2010, the country is expected to set up over 100 new companies and 380 productions. He underlined the importance of the programs mapped out to modernize the largest Belarusian companies including oil refineries.

 

Speaking at the session about economic forecast Nikolai Zaichenko, Minister of Economy, said that Belarus’ GDP is projected to increase by 7.5-8.5 percent in 2008.

 

According to the Minister, in 2008 the industrial output is expected to increase by 7-8 percent. This is the maximum Belarus can expect bearing in mind this year’s energy price hike. Moreover, the main investment projects aimed at upgrading production facilities will be implemented in 2008. Nikolai Zaichenko expressed his confidence that the industrial output will considerably increase in 2009-2010.

 

The agricultural production will surge by 6.5-8 percent, capital investments – by 15-17 percent. Real cash incomes of the population will grow by 8-9 percent.

 

Inflation is projected to stand at 6-8 percent in 2008. By the end of 2008, the refinancing rate will be reduced down to 7-9 percent; bank loan rates – 10-12 percent.

 

According to the Minister, the main goal of the 2008 forecast of socio-economic development of Belarus is to continue improving the well-being of the population through achieving stable economic growth, consolidating positive tendencies of economic development, modernizing the national economy and adapting it to the new terms of supply of energy carriers.

 

 

INTERNATIONAL COOPERATION

 

 

Belarus Participates in International Conference “Working Together – Strengthening the European Neighborhood Policy” in Brussels

 

On September 3, 2007, Brussels hosted an international conference “Working Together – Strengthening the European Neighborhood Policy”. Ministers and heads of foreign political departments of EU member states and ENP partner countries as well as representatives of numerous non-governmental organizations and mass media participated in the forum. Deputy Minister of Foreign Affairs Valery Voronetsky represented Belarus.

 

The goal of the conference was to study the approaches of participating states towards the development of cooperation within the European Neighborhood Policy. The discussions was mainly focused on ways to enhance the neighborhood policy, including opportunities for trade liberalization, movement of people, the issues of climate change and energy security.

CSTO Yields Impressive Results under Belarus Presidency

 

Alexander Lukashenko has confirmed Belarus’ adherence in strengthening collective security in the CSTO region during talks with CSTO Secretary General Nikolai Bordiuzha held on September 5, 2007 in Minsk.

Nikolai Bordiuzha noted that Belarus’ presidency in the CSTO yielded fruitful results. According to him, during the period the organization finalized and signed the most important clarifying regulations that had not been coordinated for several years. The CSTO enjoyed great success in cooperation at the international arena as well. In particular, the organization made several pivotal statements in the UN, OSCE and other organizations. Nikolai Bordiuzha underlined that during the presidency Belarus paid special attention to the development of the military field of the organization.

 

The CSTO Secretary General informed that all member-states of the organization declared their readiness to sign a set of peace-making documents. To date the CSTO is handling issues relating with the supplies of special techniques, coordination of foreign policy initiatives and joint efforts in combating terrorism, illegal migration and drugs trafficking.

 

Belarus to Take Part in UN Climate Change Conference in New York

 

Fifty heads of state and government have announced their intention to participate in a session devoted to the global warming, Richard Kinley, the Deputy Executive Secretary of the United Nations Climate Change Secretariat, told recently at the press conference. The session will be held in New York on September 24 – on the eve of the 62nd session of the UN General Assembly.

 

About a hundred countries including Belarus have already announced their participation in the session initiated by UN Secretary General Ban Ki-Moon.

 

According to Richard Kinley, the session will focus on the issues relating to the mitigation of the climate change impact, reduction of the emissions of greenhouse gases, adaptation to the climate change, introduction of new eco-friendly technologies and financial support.

Belarus’ Credit Ratings Open New Opportunities for Foreign Investments

 

On August 21, 2007 international rating agency Standard & Poor's assigned its “B+” long-term foreign currency and “BB” long-term local currency sovereign credit ratings to Belarus. The short-term foreign currency and short-term local currency credit ratings reached “B”. The outlook on changes of the ratings’ is stable.

 

Moody’s Investors Service also awarded its “Ba2” foreign currency country ceiling to Belarus, with the foreign currency bank deposit ceiling as high as “B2”, the local currency country ceiling and the local currency bank deposit ceiling set at “Baa3”. All the ratings of the agency have stable outlooks, reflecting the sustainability of the Belarusian economic development at present and in future.

 

Commenting these decisions, Nikolai Korbut, Minister of Finance, said that the assignment of credit ratings to Belarus by the world’s two leading rating agencies is opening new opportunities for using foreign investments. He added that it would also allow cutting down external debt service expenses, improving the performance of the national banking system and would facilitate the assignment of corporate credit ratings to Belarusian companies. Nikolai Korbut noted, that in their conclusions the agencies mentioned Belarus’ significant economic growth, a low foreign debt, shrinking inflation and well-trained workforce. “Even the worst crisis scenarios will not result in an extremely hard burden of servicing the debt in midrange perspective,” Nikolai Korbut stressed.

 

Amkodor Certifies Its Production

 

In July 2007 JSC “Amkodor” underwent the second certification of the quality management system STB ISO 9001-2001 and got DIN EN ISO 9001:2000 certificates. Certification covered the company’s whole range of products: wheel loaders and attached implements, forklift trucks, continuous action loaders, snow cleaning machines, road-rollers, airfield cleaners, forestry machinery, boilers and agricultural machines.

 

The company’s marketing center noted that the quality management system DIN EN ISO 9001:2000 will help the company develop new markets and improve dealer sales. The certificate is recognized in more than 100 countries. Amkodor got the quality management system STB ISO 9001-2001 in 2004.

 

The company is one of the largest manufacturers of high-quality road building and construction machinery, utility vehicles, snow clearing machines and airfield sweepers, forestry and agricultural machinery and attachments in the CIS and Europe. Amkodor production range makes up almost 40 types of machinery with operating load 2.5-6 tons. The company produces over 4 thousand road-building equipment including nearly 2 thousand wheel loaders on a yearly basis. Amkodor brand is well-known in more than 30 countries including Russia, countries in Europe, Asia and Africa.

 

Belarus’ State Property Committee Sells Motovelo Shares to ATEC Holding GmbH

 

The State Property Committee of Belarus and the company ATEC Holding GmbH (Austria) have recently signed the Motovelo shares sale contract.

 

ATEC Holding GmbH bought 31 269 538 Motovelo shares (99.72 percent of the authorized fund). Under the contract, ATEC Holding GmbH undertakes obligations to preserve specialization of Motovelo (production of motorcycles and bicycles) and its trademark and to invest at least $20 million in the development of the company in 2007-2012.

 

Motovelo produces various models of bicycles, road and sports motorcycles, motor-carts, exercise bikes, wheelchairs, bicycle and motorcycle spare parts.

 

High-Tech Park Triples Export of IT Products and Services to $ 20 million in H1

 

In H1 2007, the Park of High Technologies of Belarus tripled the export of IT products and services to $20 million as against same time last year, Director of the Park Administration Valery Tsepkalo told reporters last week.

 

According to Valery Tsepkalo, the IT market in Belarus has been rapidly developing. The growth is record-high for both CIS and European countries. “I cannot speak for Asia but I am sure that the Belarusian IT sector has been posting the highest growth in Europe,” the Director of the High-Tech Park stressed. He also added that in H1 2007 the software production grew 2.6 times.

 

In 2007, Belarusian High-Tech Park plants to export $35 million worth of IT products and services. In 2006, some 15 companies of High-Tech Park sold $22 million worth of software.

 

There are 29 companies, one sole trader and six business-projects registered in the park. Belarusian companies account for 60 percent, foreign companies account for 27 percent, joint ventures – 13 percent of the total.

 

As of July 1, 2007, High-Tech Park had 3,260 employees, of them 65 percent were people under 30.

 

 

SOCIETY, SCIENCE AND CULTURE

 

 

Minsk to Host Scientific Conference

 

According to the History Institute of the National Academy of Sciences of Belarus /NAS/, an international scientific conference “Minsk and Minskers. 10 Centuries of History” will be held in Minsk on September 7-9. The event will be dedicated to the 940th anniversary of the Belarusian capital.

 

The participants of the conference will discuss peculiarities of the political and economic life of the Belarusian capital in different historical periods: Minsk as a part of the Grand Principality of Lithuania, Minsk as a province of the Russian Empire, Minsk during the World War I and II, the postwar period, modern Minsk and Minsk as a part of the Commonwealth. The conference will include a multimedia presentation of the ancient Minsk. The major goal of the event is to spread and popularize the information about the Belarusian capital.

 

Attending the conference will be over 100 specialists from Belarus, Poland and Lithuania. Their speeches will be published in a special book of Minsk history.

 

The NAS History Institute has organized the international scientific conference. The scientific establishment pursues research in history and archeology of Belarus, conducts archeological excavations and examines the most important scientific programs and projects in the cultural-historical area.

 

Belarus at Forefront of Broadband Internet Access in CIS

 

Belarus is at the forefront of promoting broadband Internet access in the CIS states, said Oleg Cheklitsky, Deputy Head of the Informatization Department of the Belarusian Information Technologies and Communications Ministry, during the national elimination stage of the World Cyber Games in Minsk on August 26.

 

In his words, broadband Internet access technologies are now available in all oblast cities of the country. There are plans to push broadband access further into the regions. Modern computer games demand high-speed Internet access communication companies should provide, noted Oleg Cheklitsky. “If clients expect these services, we should hurry up and provide quality ones”.

 

In the near future Belarus’ landline communication monopoly Beltelecom plans to launch a new project to provide clients with the widest range of multimedia services, including computer games. According to the source, it will be a cutting-edge wireless high-speed data communication standard involving voice and video communication.

 

External Migration Surplus Registered in Belarus This Year

 

According to the Interior Ministry of Belarus an external migration surplus is registered in Belarus this year. The Ministry coordinates a subprogram “Optimization of migration processes” as part of the National Demographic Security Program. For a long time the vector of internal migration flows has been staying steady — more Belarusians are moving from rural areas to urban communities, with a large part of them concentrated in Minsk. In 1990, Belarus had an external migration deficit. Later on, more and more foreigners started coming to the country. At present the number of people, who arrive in Belarus, exceeds the number of people, who leave Belarus. Over the last six month, Belarus welcomed around 6,980 people and saw off over 4,280 people.
