Government Adopts Export Development Program for 2006-2010

 

The Council of Ministers of the Republic of Belarus approved the National Export Development Program for 2006-2010.

 

The program defines the priorities, conditions and mechanisms of state support for exporters and allows for foreign factors that affect Belarus' exports, including the enlargement of the European Union and Belarus' coming accession to the World Trade Organization.

 

Improvement of insurance, crediting and tax systems, promotion of investments and innovative mechanisms, development of distribution networks, international marketing services and competitive intelligence are the key measures determined by the program. The program also aimed to balance imports and exports and to involve regional entities, as well as small and medium businesses in export development.

 

Government Raises Industrial Growth Targets for 2005

 

The Council of Ministers of the Republic of Belarus has raised the industrial growth target for the Ministry of Industry to 11-13 percent on the year from 8-10 percent, for the Architecture and Construction Ministry to 13 percent from 8-9.5 percent, and for the state-owned petrochemical holding Belneftekhim to 10 percent from 8.5-10 percent in 2005.

 

Production output made by companies of the Ministry of Industry increased by 14.2 percent in January-July, 2005, while of the Architecture and Construction Ministry up by 11.9 percent and of Belneftekhim up by 8.6 percent in the period.

 

2005 Grain Harvest Beats Expectations

 

Farms have harvested more than 6.3 million tones of grain, and plan to harvest 7.1 million tones of grain in bunker weight. This is enough to meet the country' feed grain requirement and sell excessive rye.

 

Belarus may export up to 300,000 tones of fall rye, but companies are more interested in exporting rye flour. Belarus also plans to continue purchasing hard wheat for the baking industry. It is planed to buy up to 100,000 tones of hard wheat.

 

In January-July 2005 exports of Belarus' farm output rose by 34 percent on the year to $406 million. Belarus’ surplus in agro trade stood at $189 million as of August 1, although two years ago the country had a trade deficit. Belarusian agro products are supplied to 31 countries.

 

 

INTERNATIONAL COOPERATION

 

The First Belarusian-Russian Forum Shows Strong Mutual Interests to Strengthen Cooperation

 

The President of Belarus considered the first Belarusian-Russian Economic Forum held 6-9 of September, 2005 in Minsk, the capital of Belarus, as a successful event.

 

The President reminded forum’s prehistory. Everything started from a visit of Russian local reporters to Belarus. They got familiar with life in Belarus and reported about what they had seen. This time Russian authorities and businessmen came to Belarus.

 

The Head of the state emphasized “One cannot propagate something which he has never seen and understood. Businessmen visited our country and saw the real situation here. The motto of the forum was ‘We will do like Belarus does it’. This is the most important thing”.

 

Belarus and Russia made one more step towards the Union State construction during discussion of the issue on granting equal rights to Belarusians and Russians, prime minister of the Russian Federation Mikhail Fradkov declared while summing up the results of the Union State Council of Ministers meeting September 6 in Minsk.

 

The agenda of the meeting included consideration of draft agreements on taxation, medical assistance and equal rights guarantees to the citizens of the Union State, as well as on cooperation in the social security field. These documents might be signed in November 2005.

 

Migration and boundary policy, promotion of high-tech cooperation and development of joint-venture productions were also discussed.

 

Besides, the Union State Council of Ministers endorsed draft budget of the Union State for 2006. The budget will be boosted by 10 percent.

 

Russian ruble will not be introduced in Belarus on January 1, 2006, prime minister of Russia Mikhail Fradkov told at briefing tonight after the meeting. He also noted "we continue cooperation in the area. We have the joint action plan of the governments and the national banks". In turn, prime minister of Belarus Sergei Sidorski said that introduction of the single currency in the Union State between Belarus and Russia is not considered as an end itself, but as a result of implementation of the whole complex of economic measures to give equal rights and conditions to our businesses.

 

UN Data: Belarus Is In High Group with Medium HDI

 

According to the United Nations Development Program report on human development for 2005 Belarus is in the high group of countries with the medium human development index /HDI/. The country ranks the second among the CIS countries giving way to Russia. Belarus took 67th place among 177 countries.

 

Belarus has preserved its leading position among the CIS states in the sphere of education and healthcare.

 

Thus, education expenditure in Belarus makes 6 per cent of GDP, healthcare expenses – 4.7 per cent /Russian expenses make 3.8 and 3.5 per cent respectively, Ukraine – 5.4 and 3.3 per cent, Kazakhstan – 3 and 1.9 per cent/. Belarus legs behind of only 12 of 57 countries from the high HDI group in the education expenses. In the sphere of healthcare expenses per capita a year Belarus ranks 1st among the CIS countries with the $583 index.

 

100 per cent of the Belarusian population has an access to the improved drinking water resources, other CIS countries failed to reach that.

 

HDI is calculated by independent experts taking the national statistic data as a basis. It includes a number of parameters – life expectancy, education level, utilization of new technologies and incomes per capita.

 

Belarus holds Positive Migration Balance

 

Among the CIS countries only Belarus and Russia have a positive migration balance president of the International Association of Pension and Social Funds Alexander Kurtin reported at the conference dedicated to social protection of migrant labor and globalization, which started on September 7 in Baku, Azerbaijan. Mr. Kurtin noted that the 2003 migration increase offset the natural population loss by 10 percent in Russia and by 10.5 per cent in Belarus.

 

According to Alexander Kurtin, all the other CIS member states have registered a migration decrease: in 2003 Armenia had the highest population outflow - 25 people per 10,000, Kyrgyzstan – 33, Tajikistan - 17. He also reported, that emigration from Russia to the CIS member states slid from 80,000 people in 1999 to 48,000 in 2003; that from Ukraine – 48,700 to 23,000; from Kazakhstan – 45,000 to 25,000; from Belarus –6,000 to 5,000.

 

The President Approves Draft Supplement to Memorandum between Belarus and NATO

 

President of Belarus Alexandr Lukashenko approved draft supplement B to the memorandum on understanding between the Republic of Belarus and NATO on technical maintenance and supply in cooperation process on logistics.

 

The supplement deals with specific aspects of interaction between the Ministry of defense, other authorized governmental bodies of Belarus and NATO' relevant structures on demilitarization issues.

 

National Bank Extends List of Terrorist Organizations

 

National Bank has addressed to the country’s commercial banks the additional list of persons and organizations involved in terrorist activities connected with Al Qaeda and Taliban, whose accounts are to be frozen if revealed in Belarus.

 

The list now includes a number of organizations and individuals connected with Al Qaeda that reside in Italy. The full list is available on the UN official website.

 

 

BUSINESS AND ECONOMY

 

Belarus' International Reserves Up 45.9 Percent

 

Belarus’ international reserves increased by 45.9 percent and came to $1.124 billion as of September 1, 2005.

 

In order to improve the transparency of Belarus’ statistics in 2004 the National Bank started using the International Monetary Fund' methodology to calculate its gold and foreign currency reserves. Earlier, net foreign assets of the country were considered the key parameter of the National Bank' ability to service the state foreign debt and carry out currency interventions.

 

Belarus Intends to Invest $2.5 Billion to Energy System' Upgrade

 

Belarus plans to invest about $2.5 billion to upgrade its energy system in 2006-2010 in order to increase the country’s energy safety. It is planned to develop small-scale power engineering in Belarus, however, with no replacement of “systemically important” power stations.

 

Total investments in key assets to come by $1 billion and will be put in generating equipment, including electrical supply networks and heating networks.

 

Overall Natural Gas Transit via Belarus Increased by 21.6 Percent

 

Overall natural gas transit via Belarus, including the transit via Belarusian gas pipelines increased 21.6 percent on the year in January-July to 25.2 billion cubic meters. Russia’s natural gas supplies to Belarus were at 11.5 billion cubic meters.

 

Russian gas transit via Belarus rose 6.6 percent on the year in 2004 to 35.3 billion cubic meters, including transit via the Yamal-Europe pipeline that rose 7.8 percent on the year in 2004 to 23.5 billion cubic meters.

 

The length of the Belarusian sector of the Yamal-Europe pipeline is 575 kilometers; its designed capacity is about 33 billion cubic meters per year.

 

INTEGRAL Intends To Invest $55 Million in Submicron Production

 

Belarusian scientific-production association Integral intends to invest about $55 million in the development of submicron chip production.

 

The Government of Belarus is to provide $27 million for the project, foreign banks’ loans and Integral's own resources will make the rest of the sum. The Project aimed at production of new 0.35 micrometer chips by 2007. The designed capacity would come to 14,000-15,000 chips a month.

 

Besides, Integral is developing a business-plan to reach $100 million output in 2009 from $54 million in 2004. Integral is expected to get a tax loan that will enable the association to invest $20 million into production development.

 

Integral is the leading microelectronic producer in Belarus. The company produces microelectronic elements, electronic devices and special equipment. Integral is capable of producing 1 billion chips a year. It exports 80-85 percent of its output. Integral’s exports amounted to $44 million last year.

 

 

CULTURE AND SOCIETY

 

Belarus Wins Gold At World Rowing Championship

 

Yekaterina Karsten of Belarus won the single scull gold at the world rowing championships in Japan leaving behind her main opponent Mirka Knapkova from the Czech Republic.

 

Belarusian Tatyana Samokhvalova and Natalya Gelakh finished in third in the coxless pair discipline.

 

Jet "Fokker 100" Named "Minsk"

 

An official ceremony on conferring the name Minsk on the jet airplane "Fokker 100" was held in the national airport Minsk.

 

This airplane pertains to the Austrian airlines, which is the first European air-carrier bestowed a plane with a name related to Belarus. Austrian airlines have hauled to Belarus since 1992 and now carry out 17 flights a week. The jet "Fokker 100" is assigned for long and short hauls and can bring on board 105 passengers.
