"We would like to get rid of all doubts by that time. Should we fail, we will continue working," President Putin said. President Lukashenko admitted the delay was caused by the absence of political will. "We were not ready politically, we do not blame specialists," he added.

BUSINESS AND ECONOMY

On Real Incomes of Belarusians

Stable tendency of increasing real incomes has continued in Belarus since 1996. This index is one of the most important social and economic indicators determining the level and standard of living. In the first half of the 90s in Belarus as in other CIS countries the living standard were deteriorating on account of the objective difficulties of the transition period. From the mid 90s the situation in Belarus began turning for the better. Of great importance in increasing the incomes was the increase of wages (the main source of the formation of money incomes of the population) owing to the state social policy in the given sphere.

The Ministry for Statistics and Analysis informed that in 2003 the real money income of the Belarusian people went up 2.6 times in comparison with 1995 and by 7,5% in comparison with 2002.

Head of National Bank of Belarus on Belarusian Ruble Rate

The Belarusian ruble (BYR) is getting stronger against the world's major currencies, declared Board Chairman of the National Bank of Belarus Petr Prokopovich.

Reporting to President of Belarus Alexander Lukashenko, Petr Prokopovich said: "Never before the rate of the national currency has been as stable and predictable as in 2004".

"The Belarusian ruble has stabilised against the euro, has not been devaluating against the American dollar, while the rate of devaluation against the Russian ruble makes an insignificant 1.3%," said Peotr Prokopovich.

In January-July 2004 the total volume of loans granted in Belarus grew by 26%, totalling more than BYR 8 trillion.

NBB's interest rate policy is aimed at drawing more deposits from individuals and enterprises, and reducing the cost of borrowed resources. Since early this year the key refinancing rate has reduced by 10 percentage points from 28% in January to 18% per annum in August.
