The President of Belarus Signed Decree to Improve Employees Rights

President of Belarus Alexander Lukashenko signed decree aimed to eliminate subjective approach by employers when concluding and renewing contracts with employees.

The decree substantially improves the rights of the different social groups in a labor field and strengthens the social protection of employees.

 

INTERNATIONAL COOPERATION

Belarus Participated in the CIS Council of Foreign Ministers in Moscow

The meeting of the Commonwealth of Independent States (CIS) Council of foreign ministers was held in Moscow on August 23. Belarus was represented by Foreign Minister Sergei Martynov.

The main issue of the meeting was to increase the effectiveness of CIS bodies. The heads of CIS foreign ministries put forward several specific proposals on CIS reform. These proposals will be discussed by CIS state leaders at the forthcoming summit in Kazan (Russia) on August 26.

Moreover, the participants of the meeting exchanged views on humanitarian cooperation, which includes education and health care service, as well as on fight against organized crime and human trafficking. The ministers also considered the drafts of announcement of 2006 as a Year of the Commonwealth.

It is also expected that the presidents of CIS member-states will address their nations and international community on occasion of the 20th anniversary of the Chernobyl disaster, as well as adopt a statement on UN 60th anniversary.

Belarus Accessed to the Kyoto Protocol

President of the Republic of Belarus Alexander Lukashenko signed into action Decree “On the Accession of the Republic of Belarus to the Kyoto Protocol to the United Nations Framework Convention on Climate Change.”

After the document comes into force Belarus will be able to take part in joint implementation projects that would help to attract necessary funds to introduce new technology and to modernize the productions in the effort to reduce greenhouse gas emissions as well as to launch a large-scale sale of greenhouse gas quotas within the framework of the Kyoto Protocol in 2008.

In line with the Kyoto Protocol the first budget period is scheduled for 2008-2012. Within this period Belarus will have an opportunity to sell about 40 million tons of greenhouse gases a year.

Belarus and International Organization on Migration Intend to Enhance Cooperation

International Organization for Migration (IOM) and Belarus intend to enhance cooperation which was discussed at the meeting of Permanent Representative of Belarus to UN in Geneva Sergei Aleinik with Director General of the International Organization for Migration (IOM) Brunson McKinley.

The preparations to the Conference of CIS countries on migration and biometric technologies scheduled Minsk, August 30-31, 2005 were discussed. The Conference is being organized by IOM jointly with the Ministry of Internal Affairs of Belarus with assistance of Executive Committee of CIS.

The elaboration of IOM Program "Struggle against human trafficking: Republic of Belarus" up to 2009 was also considered. The main goal of the Program is to assist to the Government of Belarus in fighting against human trafficking. IOM supposes to provide USD 6 million for the realization of the Program.

Belarus to Implement WHO Framework Convention on Tobacco Control

Belarusian Government intends to work out a plan of implementation of the World Health Organization’s (WHO) Framework Convention on Tobacco Control (FCTC) before November 11, 2005.

Belarus signed the FCTC on June 17, 2004 in New-York and joined it on June 14, 2005. The Ministry of Health will be responsible for the FCTC implementation in Belarus. Framework Convention Tobacco Control is the first ever public health agreement, entered into force on February 27, 2005. The spread of the tobacco epidemic is recognized as a global concern, with serious consequences for public health; and the FCTC is the first international legal instrument designed to promote multilateral cooperation and national action to reduce the growth and spread of tobacco use.

 

BUSINESS AND ECONOMY

The National Bank Creates Favorable Conditions for the Economic Growth

For 7 months of the current year all the all forecasts to create favorable conditions for the economic growth in Belarus were fulfilled by the national bank system. Stability of prices and national currency were among the most important goals. These factors create good basics for the economic growth not only in the current year but in the long-term outlook.

Since the beginning of 2005 the Belarusian ruble has been stabilized to the world currencies (USD and EUR). The effective exchange rate of the Belarusian ruble reduced by 2.9 per cent in January-July created favorable conditions for national exports.

The Machine-Building and Metal-Working Industries Showed the Positive Growth

The Belarusian machine-building and metal-working industries showed the positive growth in the economy over seven months of 2005. The output reached by 14% in comparison with last year results.

The fuel producing industry pushed up output by 10.8%. The companies of the ferrous metallurgy drove their production volume up by 9.9%. The chemical and petrochemical industries showed 5.4% growth, companies producing construction materials - 9.1% growth. The food industry made 113% to the same period of 2004. The light industry showed 101.6% growth.

Over the 7 months the Belarusian industry produced goods of Br33,267,9 trillion what is by 9.6% more than in 2004.

Belarus’ Agriculture Output up by 11.6% in January-July

Agricultural companies of the state-run sector increased output by 19.3% on the year, while the output of private farms decreased by 4.7%.

The profitability in January-June reached 11.7% in comparison with 8.4% in the same period in 2004.

Oil and Gas Transportation via Belarus Increased

Oil transportation through Belarus pipeline system increased by 2.2% in January-July 2005. Natural gas transportation in Belarus pipeline system rose by 14% on the year to 36.7 billion cubic meters. Belarusian gas transit increased by 14.5% on the year to 35.2 billion cubic meters.

The profitability of Belarus pipeline companies reached 61.5% in January-June 2005, compared with 97.9% in January-June 2004.

BELARUSKALY Invested in Krasnoslobodsky Mine

Belarusian potash fertilizers producer "Belaruskaly" invested in January-July 213 billion Belarusian rubles (Br) in the construction of Krasnoslobodsky mine with an annual capacity of 6 million tonnes of ore.

Belaruskaly plans to finish the mine construction in 2009. It is expected that the capacity of Krasnoslobodsky mine will enable stable performance of the second Belaruskaly’s mine group for about 50 years.

Belaruskaly was established in 1963 and accounts for 13.1% of the world’s potash fertilizers output. It includes four mine groups with a total annual capacity of 5.5 million tones of mineral fertilizers. Belaruskaly increased potash fertilizer output by 4.6 in January-July 2005. The output rose by 2.5% on the year in the period, and exports rose by 1.6%. (Br 2.150 - USD 1)

Belarus Took 5th Place in 2005 World Championship in Athletics in Helsinki

National athletic team received five medals, including 2 gold, 2 silver and a bronze in the World Championship in Athletics hold in Helsinki 6-14 August, 2005. Belarus took fifth place among participated countries followed by the US, Russia, Ethiopia and Cuba teams.

Belarusian Doctors Restore Eyesight to Belarusian 117-Year-Old Woman

Doctors have restored eyesight to the oldest woman of the Belarus, Hanna Barysevich, 117, who had been fully blind for four years. The operation was carried out without charge at a private hospital. Currently she is undergoing a course of rehabilitation.

Ms. Barysevich, who may be the world’s oldest woman, was born on May 5, 1888, in the village of Buda, 60 kilometers (37 miles) east of Minsk, according to her passport. Dutch woman Hendrikje van Andel-Schipper, 115, is listed by the Guinness Book of Records as the world's oldest person.

Belarus’ State-Owned Belpochta to Automate Mail Processing

Belarus’ state-owned company Belpochta, the national mail operator, plans to automate mail flows to facilitate and expedite delivery within a few years. The company plans to buy relevant mail processing equipment from foreign producers.

Belpochta requires high-capacity programmed equipment for written correspondence with a capacity of 300,000-500,000 units per day and sorting machines for standard correspondence with a capacity of 500,000-700,000 units per day. Also, it is planned to purchase machines to handle letter packets and parcels up to 40 kilograms. The company is monitoring offers from potential suppliers and plans to open a tender after it formulates conditions. State company Belpochta owns 3,900 post offices, offers more than 30 services and employs 30,300 people.
