President of Belarus Appoints New Heads of Forestry and Energy Ministries and Concern "Beltransgaz"

 

On August 6 President of Belarus appointed:

Alexander Ageev as Minister of Energy;

Piotr Semashko as Minister of Forestry;

Dmitriy Kazakov as Director General of the Open Joint-Stock Company "Beltransgaz".

 

 

Over 70% of Belarusian Citizens Intend to Take Part in Forthcoming Parliamentary Elections

 

According to the results of the national poll conducted by the Social and Political Research Institute in July more than 70% of the Belarusian citizens are ready to take part in the forthcoming October parliamentary elections.

 

Some 19.4% of the electorate are hesitant and 9.6% are not going to participate in the elections.

 

 

Representatives of Six Political Parties Joined 18 Minsk Election Committees

 

Representatives of six political parties were included in 18 Minsk districts' election committees, which were formed in the framework of preparation for Parliamentary elections in Belarus.

 

Communist Party Belarusian has the largest representation in committees, 14 persons. Liberal and Democratic Party has 11 representatives, Party of Communist Belarusian, Belarusian social and Sports Party and Agrarian Party, 4 persons each and Belarusian National Front, 1. In all, of 234 members of the committees 38 (16.2%) are representatives of political parties.

 

Furthermore, 72 (30.8%) representatives of nongovernmental organizations were also included in Minsk districts' election committees.

 

 

INTERNATIONAL COOPERATION

 

Belarus National Bank Issues List of Terrorist Suspects

 

The Belarusian National Bank provided all banks of the country with an extended list of people and organizations linked to terrorism or suspected of having ties with al-Qaeda and the Taliban, which it had received from the Ministry for Foreign Affairs of Belarus.

 

The extended list was compiled by the UN Security Councils Sanctions Committee and includes 143 people, one Afghan bank linked to the Taliban, as well as 103 organisations and 162 people linked to al- Qaeda.

 

The Belarusian banks have also been provided with lists of Iraqi citizens and legal entities, whose financial resources or economic assets the UN says should be frozen and transferred to the Iraqi development fund.

 

The list comprises of 76 Iraqi officials from Saddam Hussein's regime and 206 Iraqi organizations, including ministries, agencies, embassies and funds.

 

Should they detect any accounts belonging to these people or organizations, Belarusian banks will have to immediately inform the central banking department. This information will then be handed over to the Foreign Ministry and other agencies in charge of these issues.

 

The National Bank said that in compliance with the international obligations on the suppression of the financing of terrorism, it uses information provided by the Foreign Ministry in line with the UN Security Council decisions.

 

 

Belarus Joins Protocol against Illicit Manufacturing of and Trafficking in Firearms

 

On August 4 President of Belarus Alexander Lukashenko signed the Law "On Accession of the Republic of Belarus to the Protocol against the Illicit Manufacturing of and Trafficking in Firearms, Their Parts and Components and Ammunition, Supplementing the United Nations Convention against Transnational Organized Crime".

 

The protocol is the last of the three protocols supplementing the UN convention against transnational organized crime. Its aim is to facilitate the development and strengthening of cooperation between the states-members to prevent, combat and eradicate the illicit manufacturing of and trafficking in firearms, their parts and components and ammunition. The accession to the given protocol will let Belarus use it as an instrument of legal aid in corresponding criminal cases in relations with those states Belarus has concluded no bilateral agreements with.

 

 

BUSINESS AND ECONOMY

 

Belarus Leads among CIS Member-States in Production Growth Rates

 

Belarus is leading among the CIS participating countries according to the production growth rates in the first half of 2004. According to the CIS Statistics Committee, Belarus with 14,4%-growth rate yielded only to Kyrgyzstan and Ukraine where the industrial output increased by 18,1% and 15,9% correspondingly.

 

Russia placed 8th with 7,4% and was followed by Azerbaijan (5,5%) and Armenia (4,5%). Turkmenistan and Uzbekistan have not presented their data.

 

 

Belarusian Agricultural Output Grows by 5.7% in First Half of 2004

 

Gross agricultural production in Belarus grew by 5.7% in the first half of 2004.

 

Production grew by 9.9% to 1.319 trillion rubles at agricultural enterprises.

 

Sales of goods and services in the sector grew by 7.1% in the first half of 2004, according to preliminary figures, compared to 2.7% decline in the same period of 2003.

 

 

On Exports of Transport Services

 

The exports of transport services in Belarus reached $100mln in the first half of 2004 having increased by 14,7%, informed Minister of Transport and Communications of Belarus Mikhail Borovoi.

 

There is a positive dynamics in the area of transit cargo transportations through Belarus as they grew by 12% in the 6 months.

 

According to the Minister, companies of the Ministry of Transport and Communications fulfilled the main indices of the social and economic development in January-June. Thus for the first 6 months the Ministrys companies transported more than 25,3mln tons of cargo, an increase of 13,9% on the same time last year against a 106,8% target for half year. Passenger transportations grew by 1%.

 

 

FEZ Grodnoivest will organize International Investment Forum

 

On October 5-8 2004 the administration of Free economic zone Grodnoivest will organize the Second International Investment Forum to render assistance to foreign and domestic enterprises and present investment projects for cooperation.

 

Foreign investors will also have an opportunity to become acquainted with economic, legal and other conditions of the investment process in FEZ "Grodnoinvest".

Lida Optik Plant to Contract for Delivering Spectacles to Corning

 

The Republican Unitary Enterprise (RUE) Optik (Lida, Grodno region) has held negotiations with representatives of the French branch of the US company Corning Incorporated on the possibilities of glasses supply.

 

The sides reached the preliminary agreement for the delivery of $300 thousand worth of products. At present they conduct negotiations on the delivery of frames blanks. They hope that the deliveries will last till the end of the year.

 

At present RUE Optik produces about 2 million frames a month, while the enterprises capacities allow to produce up to 4 million.

 

RUE Optik makes blanks for spectacles' lenses, optical details (lenses, prisms, mirrors), fiber optics, consumer goods (chandeliers, sconces, furniture, glass souvenirs, magnifiers etc.)

 

Within seven months of 2004 the company rolled out 3% more produce than in the same period in 2003. The volume of export in January-July made 120% against the same period of last year.

 

 

CULTURE AND SOCIETY

 

On Tour of Belarusian Ensemble "Svoyaki" in Poland

 

On July 25 August 1 the folk music group "Svoyaki" participated in the 10th International Folklore Festival (Poland), that is held annually by the local authorities with the support of the Ministry of Culture of Poland. 18 amateur and professional collectives from 13 countries, including the USA, Germany, China, Italy, Ukraine, Latvia, took part in the Festival.
