President Lukashenko Stated Vladimir Putin Supports Belarus’ Domestic, Foreign Policies

Russian President Vladimir Putin completely supported Belarusian domestic and foreign policies, Belarusian President Alexander Lukashenko said after a working visit to Russia (July 20-21, 2005).

President Lukashenko held a meeting on domestic and foreign policies upon the results of the visit. According to the Belarusian president, “the attempts to split our countries and presidents are too weak to separate us. We agreed with president Putin that whatever happens in our countries and in the world we will have common ground. We agreed we would pay no attention to insinuations. This is the keynote idea of our talks,” president Lukashenko said.

According to him, the presidents also agreed to develop the integration and consolidate union relations.
“Vladimir Putin admitted that the political situation in Belarus is absolutely stable. Moreover, he expressed support for the processes in Belarus’ economy and social sector,” president Lukashenko said.

Alexander Lukashenko: We Do Not Trade Out Our Sovereignty

Alexander Lukashenko denied some statements that the Belarusian leadership supposedly intends to ‘trade’ the country for certain guarantees from Moscow.

“This will never happen. We will not let anyone take our land. We do not trade out our sovereignty. This is unacceptable and I have repeatedly stated this”, the president said.

At the same time he noted that the leadership of Russia did not pose the issue of taking away the Belarusian sovereignty. This issue was not also discussed in the course of the talks between the two leaders during visit to Russia, Alexander Lukashenko added.

Alexander Lukashenko Plans to Take Part in UN Anniversary Summit in September

Belarusian President Alexander Lukashenko is going to take part in the UN Anniversary Summit in September 2005, the Belarusian National News Agency "BelTA" reported.

 

INTERNATIONAL COOPERATION

Belarusian Government Agreed to Join Kyoto Protocol

The Belarusian Government approved the joining to the Kyoto Protocol of the UN Framework Convention of Climate Change (UNFCCC) and submitted its decision to President Alexander Lukashenko.

If the president signs it, the Kyoto Protocol will come into force in Belarus 90 days after the UNFCCC Secretariat receives the appropriate notification from the Ministry of Foreign Affairs of Belarus.

The Kyoto Protocol, which aims to slow down global warming, came into effect on February 16, 2005 for 128 countries. The document demands a 5.2% reduce of greenhouse gas emissions from the industrialized world, by 2012. Each country has been set its own individual targets according to its pollution levels.

Belarus’ current СО2 emission stands at 50-55 million tones, or 41-45% of the 1990 level of 120.46 million tones.

Vladimir Semashko on Economic Development of Belarus

The indices of industrial production growth in Belarus for 2006-2010 are planned to be not less than 108% in comparison with 2005. According to the First Deputy Prime Minister of Belarus Vladimir Semashko, the Government is now developing such plans for the next five years. He also noted that last year Belarusian industry “showed unprecedented performances” by 115.6% to previous year.

It is expected that in 2005 the industrial production growth will be achieved and will make up by 110-111%. According to Vladimir Semashko, the rates of average annual economic growth of 108% in China was called “Chinese miracle”. Such estimations are expressed by international experts in respect of other countries that managed to obtain a 10% economic growth. By the way, Belarus increased the industrial production volumes by 15.6%, and we have what to compare, said Vladimir Semahko.

On Foreign Trade Indices of Belarus

Belarus reached a $698.6 million surplus in foreign trade in commodities in January-May 2005, in comparison with a deficit of $212.5 million in January-May 2004, the Ministry of Statistics and Analysis of Belarus reported.

Foreign trade turnover grew by 11.1% on January-May 2004 and made $12,904.4 million. The value of exports grew by 19.3% ($6,801.5 million), and imports, by 3.2% ($6,102.9 million).

The balance of foreign trade in commodities reached $318.5 million against the negative balance of $510.3 million in January-May 2004.

The volume of foreign trade in commodities made $11,684.9 million, 10.6% up on January-May 2004. Commodity export grew 19.4% to make $6,001.7 million, import – 2.7% up to $5,683.2 million.

In January-May foreign trade in services grew 28.2% to make $380.1 million. The turnover of foreign trade in service grew 15.9% in January-May to $1,219.5 million. The value of exports made $799.8 million (18.6% up), imports, $419.7 million (11.1% up).

Belarus Is to Build Its Port in Kaliningrad

Belarus will build its port in Kaliningrad and will channel its freight flow to this Russian port. Such an agreement was met at the recent meeting between Alexander Lukashenko and Vladimir Putin, the Belarusian president stated at the meeting on the issues of domestic and foreign policy.

According to him the Russian party supported the intention of Belarus to participate in modernization of the port facilities of Kaliningrad.

According to the Alexander Lukashenko, Belarus annually transports about 17 million tons of cargo through the ports of Russia, Ukraine and the Baltic States. Almost one third of the Lithuanian budget is formed owing to the transit of the Belarusian freights.

Belarus’ Statistics Ministry Reports Reduce in Unemployment Rate by 10.4%

The number of officially registered unemployed persons in Belarus decreased by 10.4% in January-June to 74,400, the Ministry of Statistics reported.

Belarusian unemployment rate was registered at 1.7% of the economically active population as of July 1, against 1.9% as of January 1.

According to the Ministry of Statistics, in June a total of 1.4 billion Belarusian rubles (Br) of unemployment benefits were paid to 36,300 jobless people.

Currently Belarus’ labor force is estimated at 4.3 million people, or 43.9% of Belarus’ total population. (Br 2,149 - U.S. $1)

Belarus Grows Net Foreign Assets

The value of Belarus’ net foreign assets totaled $1.3 billion as of July 1 2005, marking a 50.7% increase against early 2005, the National Bank of Belarus (NBB) reported.

The increase in net foreign assets was prompted by a 40.8% increase in gross foreign assets to $1.334 billion along with a 60% decrease in gross foreign liabilities to $34 million.

The volume of net foreign assets accumulated in freely convertible currencies totaled $1.274 billion as of June 1 2005, 48.5% up over January-June.

The share of soft currencies was equal to equivalent of $26.1 million as of July 1 2005, growing 4.4-fold since early 2005.

CULTURE AND SOCIETY

Belarus’ National Library Construction to Be Completed by Sept 1

The construction of the National Library of Belarus will be completed by September 1, 2005, Deputy Minister of Culture Vladimir Gridyushko said.

“The building will be put into services on September 1, and readers will be able to use the library’s services starting form January 1, 2006,” Gridyushko noted.

It is expected that the cost of the building will be more than $200 million. The construction is for the most part financed from the Belarusian budget. “Besides, voluntary contributions amounted to 4.5 billion Belarusian rubles (Br), $519,000, €48,000 and 11,000 Russian rubles,” the deputy minister said.

In 2003, 16.559 billion Belarusian rubles were invested in the construction of the National Library, and in 2004 investments amounted to 92.9 billion rubles. (Br 2,149 - U.S. $1)

Polina Smolova of Belarus Gets Grand Prix of International Contest Singers “Vitebsk-2005”

Polina Smolova of Belarus won the Grand Prix of the International Contest of Young Pop Singers “Vitebsk-2005” held within the framework of the 14th International Festival of Arts Slavic Bazaar in Vitebsk.

This is the second award won by the Belarusian singers in Vitebsk. The Belarusian Ksenia Sitnik was awarded the Grand Prix of the International Children’s Song Contest. President of Belarus Alexander Lukashenko congratulated the winners.

Giunesh Abasova who also represented Belarus at the contest of young singers was awarded the second prize which she shared with Shai, the singer from Israel. The first prize went to Marjan Stojanovsky form Macedonia, the third prize, to Natalia Valevskaya from Ukraine and Emilia Valency from Bulgaria.

Radio Station "Belarus" Expands Radio and On-Line Broadcast

The radio station "Belarus" of the National State Broadcasting Company (Belteleradiocompany) considerably expanded radio and Internet-broadcast. On the first of July, 2005 the volume of broadcast totaled 10 hours: 5 hours of a radio broadcast in the Belarusian, Russian, German and English languages and 5 hours of on-line broadcast in English with the subsequent repetitions of the whole five-hour block (i.e. 23 hours per day).

The broadcast of the radio station covers the territory of 20 countries of Western Europe and Northern Africa. Austria, Belgium, Denmark, Germany, Italy, France, Morocco and other states are among them. In the Internet "Belarus" radio station is being received by the entire world. A research work carried out by the employees of the radio station together with the information-analytical centre and direction of on-line broadcast of Belteleradiocompany showed that visits of the Internet-page of the radio station grew in more than three times. Since the beginning of 2005 more than 3.5 thousands visits in Russian, about 4 thousands, in English and more than 2 thousands in Belarusian language have been registered. Thus, visits of English pages have doubled and visits of Belarusian pages have increased by four times.

The direct on-line broadcast in English enjoys the greatest popularity among foreign listeners. Since its opening more than 10 thousands visits from 51 countries of the world have been registered.
