President of Belarus on Relations between Belarus and EU

 

Time will come when political relations between Belarus and the European Union will be as fine as, for instance our relations with Oriental states, the CIS, Russia, and other countries. I think this time is not far off. But we have to be moving forward to reach it. This was stated on 6 July by Alexander Lukashenko when the President was excepting Credentials from Ambassador of Austria to Belarus Martin Vukovich. The President emphasized the need to focus attention on searching the ways to strengthen the relationship between Belarus and the European Union. Belarus has its own interests. As soon as we find a compromise, as soon as our interests coincide, Belarus may become its member, said Alexander Lukashenko.

 

 

"Belarus-TV" First Belarusian TV Channel for Foreign Viewers

 

The National State TV and Radio Company television channel "Belarus TV" will become the first Belarusian channel that will start broadcasting for foreign viewers. This project has completely new level of organization of the national broadcasting. New European standards will be implemented for the realization of the project. In accordance with the concept, "Belarus TV" will aim to distribute comprehensive, updated and reliable information about our country to Belarusian and Russian speaking audiences from the former Soviet Union Republics.

 

In May 2004 the National State TV and Radio Company started programs distribution through satellite "Intelsat 904" which becomes the first stage for the creation of the international version of the Belarusian television. The satellite enlarged distribution territory of Belarusian TV programs form Germany to Western Siberia and from the Kola Peninsula to Turkmenistan.

 

Diversification of Belarusian information field, creation of positive image and strengthening of international prestige of Belarus are among the major goals of the new channel.

 

 

INTERNATIONAL COOPERATION

 

On Belarus-EU Relations

 

The Ministry for Foreign Affairs of Belarus has been carefully following international processes developing at the moment both in the West and East. The participation in international processes corresponds to the interests of the open economy of Belarus.

 

First of all, Belarus tends to lead constructive and effective work in the framework of building the Union State, Single Economic Area, Euro-Asian Economic Union, Commonwealth of Independent States, and in relations with the dynamically developing EU. At the moment, the integration processes on the territory of the former USSR – first of all with the main partner, the Russian Federation – correspond to the interests of the Republic of Belarus.

 

Growing role of the European Union on the international arena makes it very important for Belarus to establish more active contacts and to launch new mechanisms of trade-economic co-operation with EU member-states.

 

Belarus counts on co-operative work within the European Neighboring Policy and continuation of co-operation with the European Union in all mutually beneficial directions.

 

Integration processes to the East and West of the Republic of Belarus are not developing in vacuum. Efforts of the Russian Federation and EU, aiming at the development of the concept of common economic space, testify to that fact. Belarus welcomes this work which we follow with great interest. These issues were discussed at the joint sitting of senior officials of the foreign ministries of Belarus and Russia in February. The combination of the integration efforts in Europe would meet the interests of all states and nations, Belarus included.

 

 

Belarus and NATO Reached an Agreement to Cooperate in the Field of Military Supplies

 

Belarus and NATO reached an agreement to cooperate in the field of military supplies. A memorandum was signed at the headquarters of the NATO Maintenance and Supply Agency (NAMSA) in Luxembourg on July 7.

 

The signing of the memorandum opens new prospects for developing mutually beneficial practical cooperation between Belarus and NATO, including under the Partnership for Peace program and the Euro- Atlantic Partnership Council.

 

NATO experts have already started to provide assistance to the Belarusian military in disposing of the stocks of anti-personnel mines in line with Belarus commitments under the Ottawa convention, which the country joined in 2003.

 

 

First International Science Laboratory Opens in Minsk

 

On June 29, 2004, the Stepanov Institute of Physics in Minsk, Belarus, hosted the official opening of the International Science Laboratory, a joint scientific research venture between the Stepanov Institute, The Fraunhofer Institute for Nondestructive Testing (Saarbrucken, Germany) and the International Science and Technology Center (ISTC).

 

The International Science Laboratory (ISL) is a research center providing long-term and sustainable cooperation between CIS and Western scientists, aimed at the achievement of significant results both in fundamental and applied science. The cooperation is based on joint exploitation of research equipment, scientist exchanges, and combined competence of all parties engaged in ISL. The ISL will address research and technology development issues toward progress on optical and laser diagnostics, creation of new marketable high tech equipment and products for industry and health care.

 

The ISL Program was adopted by the ISTC in 2002 to further integrate former CIS weapons scientists in the world scientific community. The agreement on establishing the ISL in Minsk was signed by its parties in December 2003. The ISL will be located at the premises of the Stepanov Institute of Physics of the Belarusian National Academy of Sciences (NAS), and is funded by the European Union.

 

"Creation of this International Science Laboratory marks a new stage in the integration of Belarus into international science. It recognizes the high level of Belarusian science, and provides a framework of efficient cooperation between scientists of different countries, setting a precedent for other initiatives possible through ISTC", Academician Myasnikovich, President of NAS said in his opening address.

 

 

BUSINESS AND ECONOMY

 

Belarusian Government Sees GDP Grow at 7.5-8.5% In 2005

 

The Belarusian government forecasts the GDP growth at 7.5-8.5% in 2005, Vladimir Semashko, Belarusian First Deputy Prime Minister, said.

 

"The government drafted the social and economic development concept for 2006-2010, which envisages a GDP growth above 8% per year,” Semashko said.

 

According to him, Belarus has entered a new stage of economic development. “In the 90s Belarus faced an economic crisis and in 2002 reached the level of 1991. By 2003 we had managed to renew the key assets,” Semashko said.

 

Fixed capital investments rose by 17.9% in 2003 and by 31% in January-June 2004.

 

“Economic and social progress is only possible on the basis of new technologies and innovations,” Semashko added.

 

The Government decided to raise by 50% the financing of innovation funds with relevant ministries.

 

The Belarusian Government set the GDP growth target at 9-10% for 2004. Belarus’ GDP reached 35.930 trillion Belarusian rubles in 2003 (up by 6.8%).

Unemployment Rate in Belarus Falls by 0,2%

 

According to the Ministry of Labor and Social Security, as of July 1, 2004 the ratio of the unemployed to the economically active population in Belarus was 2,4%.

 

In the first six months of the current year 108,9 thousand people were registered as unemployed in our country. The total number of the unemployed registered in the state employment service by July 1 made 108,2 thousand people or 23,4% less as compared with the same period of 2003.

 

 

CULTURE AND SOCIETY

 

14th International Mark Chagall's Days opened in Vitebsk

 

The 14th International Mark Chagal's Days opened in Vitebsk (Belarus) on July 7, great artist's 117th birthday anniversary. Artist's granddaughter Meret Meyer-Graber arrived in Vitebsk to attend the festivities. Numerous guests and residents of Vitebsk gathered on the Pokrovskaya Street, where a "With Marc and Bella" festival takes place in the yard of the house museum. Traditional Chagall Readings will continue for two days in the city on the Dvina River, with scholars from Belarus, Russia, Israel, France, Switzerland, and South Africa participating. Director of Mark Chagall Museum Lyudmila Khmelnitskaya presented research titled "Mark Chagall: Years of Study in Vibebsk City College".

 

The Chagall Days festival will end in the ancient city of Polotsk, where an exhibition "Marc Chagall and European Avant-Garde Artists" will be held.

 

 

On the 13th International "Slavic Bazaar" Arts Festival in Vitebsk

 

The organizers of the 13th International "Slavic Bazaar" Arts Festival in Vitebsk expect the number of guests to break the record, said Minister of Culture of Belarus Leonid Gulyako.

 

6,000 guests from all over the world will come to see the festival. International competition includes 22 performers from 19 countries, including 2 from Belarus.

 

On July 15-21 11 festival scenes will host 75 spectacular events. Mario Moreno (USA) will head the jury.
