President of Belarus Pays Official Visit to Kazakhstan 

President of Belarus Alexander Lukashenko is on an official visit to Kazakhstan. During meeting with president of Kazakhstan Nursultan Nazarbaev a wide range of issues of bilateral relations including political, trade, economic, and energy cooperation was discussed.

The presidents also considered the ways of the CIS reformation and interaction within the framework of international organizations.

Alexander Lukashenko Ratifies Charter of World Tourism Organization

President of Belarus Alexander Lukashenko signed into law the bill on the ratification of the charter of the World Tourism Organization, which allows Belarus to become a full member of the Organization. 

Belarus' membership in the World Tourism Organization will help to integrate it into the international community and will promote national tourist products in foreign markets.

The charter of the World Tourism Organization was adopted in 1970. The organization has 146 member countries. 

Vice Prime Minister Vladimir Semashko to take part in EBRD Annual Meeting in Belgrade

Belarusian delegation headed by First Deputy Prime Minister Vladimir Semashko will take part in the Annual Meeting of the European Bank for Reconstruction and Development (EBRD) and Business Forum on May 22-23 in Belgrade, Serbia and Montenegro. 

Belarus EBRD Governor Vladimir Semashko will speak at the plenary session of the Annual Meeting. Belarus' investment and economic potential will be presented by Economy Minister Nikolai Zaichenko.

It is planned to consider the impact of the EU enlargement on the development of Belarus' foreign trade and situation in the private sector.

Belarus became an EBRD member in 1992. As of March 31, 2005 EBRD’s loan portfolio in Belarus was at 168 million euros, EBRD’s issued guarantees at 70.3 million euros, EBRD’s equity at 2.9 million euros. Earlier, Michael Davey, the EBRD Director for Belarus, Moldova and the Caucuses, said the portfolio of loan and direct investments of the EBRD in Belarus might reach 25 million euros in 2005. 

Since the microcrediting program was launched in 2000 the EBRD has issued $29 million worth of loans to 1,500 micro-enterprises (up to 20 people, loans up to $10,000) and $51 million worth of loans to 90 small enterprises (loans up to $2 million). 

BUSINESS AND ECONOMY

Industrial Output in Belarus Increases by 11.2% 

In January-April 2005 the industrial output in Belarus increased by 11.2% which made BYR 18 trillion 651.5 billion in comparable prices. Earlier it was forecasted that the industrial growth should reach 8-9.5%.

According to the Ministry of Statistics and Analysis, in the four months Belarus produced consumer goods worth of BYR 4 trillion 400,9 billion (10,8% growth). Production of foodstuffs reached BYR 2 trillion 80.3 billion (13,3% growth), non-foods – BYR 2 trillion 51 billion (8,4%), alcohol beverages – BYR 269,4 billion (9,7%).

Belarus Socio-Economic Development Program Sees GDP Up 50% on ’05 by ‘10

Belarus' social and economic development program for 2006-2010 envisages a 50% growth in Belarusian GDP compared with 2005.

The Belarusian ruble is expected to depreciate to 2,760 rubles per one U.S. dollar in 2010 against the expected 2,200-2,300 rubles in late 2005.

The decision to work out a program for the medium-term outlook is in line with the law on state forecasting and socio-economic development programs. 

Ministry of Economy Prepares Forecast Concept on Social and Economic Development of Belarus for 2006 

The Ministry of Economy prepared a preliminary draft forecast concept on the social and economic development of Belarus for 2006, Deputy Economy Minister Tatiana Starchenko said. The Deputy Minister of Economy noted that the draft concept envisages fundamentals for reducing the tax load by decreasing turnover taxes. Indices of financing the deficit of the republican budget are also calculated.

The Ministry of Economy determined the forecast requirement of the Belarusian budget in funds in 2006 for financing state capital investments.

This year tougher terms have been fixed for the forecast’s preparation. If in 2004 this work was held till July 1, today it should be completed till June 16 and submitted for the government’s consideration, the deputy minister stated. The peculiarity of the forecast preparation will be the fact that the year of 2006 will launch the implementation of a new program on the socio-economic development of Belarus for 2006-2010. The major perspective guidelines of this document have already been determined.

Belarus Government Approves Minsk Downtown Reconstruction

The Belarusian government approved the program of reconstruction of the historic center of the country’s capital city, Minsk, until 2010.

The Minsk city administration is supposed to redesign Minsk traffic scheme to redirect transit traffic, calculate the cost of the traffic interchange at Bogdanovicha Street, Nemiga Street and Pobeditelei Avenue and construction of an underpass and a two-level interchange at Bogdanovicha Street and Kupaly Street.

Also, it is planned to change the core activity of the building belonging to the Troetskoe Predmestie (Minsk Clinic #2) and some other buildings of the capital city’s historic center. Minsk authorities plan to build a business center, multi-level parking, spiritual and educational center of the Belarusian Orthodox Church and some other entities.

The administration of the city is to coordinate with the president the detailed reconstruction plan by September 2005. The plan envisages the revival and restoration of the existing and demolished components of the historic center of the city.

CULTURE AND SOCIETY

Belarus to Launch Experimental Digital TV Broadcast by 2015 

Belarus may launch experimental digital TV broadcast by 2015, Deputy Minister of Communications and Informatization Vladimir Teslyuk said.

According to the deputy minister, the transition to the new TV format is expected to move in stages. The new standard will at first be introduced in Minsk and around the territory near the Belarusian capital and after this, in regional centers and all over Belarus. Significant investments are needed here, Vladimir Teslyuk noted. 

Vladimir Teslyuk said that the issues whether to transit to the digital TV broadcast will be considered at the global radio conference in Geneva in 2006. The first such forum has already taken place this year. The participants of the forum considered principles and methods of digital TV broadcast. Vladimir Teslyuk also noted that at present Belarus is devising a state program facilitating transition to the digital TV broadcast with the program’s participants being ministry of communications and informatization, information ministry, national state TV radio broadcast company and all the concerned agencies and ministries. 

Belarusian Festival of National Culture will begin in Minsk on May 21

Belarusian Festival of National Culture will begin in Minsk on May 21, 2005.

A concert of laureates of previous years will open festivities. A solemn ceremony of opening of the Festival will be held in a framework of the celebration of 60th anniversary of the Victory. 

Musical forums of such kind have been organized every year in Belarus since 1996. Belarusian National Festival has become a symbol of international friendship and peace in the Belarusian land, noted organizers. Representatives of 140 nationalities will have possibility to present their original culture. 

Performers from 25 nationalities will take part at the 6th opening ceremony.
