President of Belarus Urged International Community to Unite Efforts to Prevent Military Conflicts

President of Belarus Alexander Lukashenko urged international community to unite efforts to prevent military conflicts. "Today, when we are analyzing lessons of the Great Patriotic War, we are making important conclusion – it is necessary by all possible means not to let tragedy happen again. Moreover, eliminate the war as a mean of conflicts resolution", - said the Belarusian President during the opening ceremony of the memorial sign "Partisan Belarus".

In 1990s of XX century, 9 million people were killed in wars in which 90 countries participated (more than in Second World War). "New XXI century has not brought yet deliverance from wars. In such circumstances, more than ever, common efforts for military conflicts prevention have to be proposed by the international community. That is the main direction for foreign policy of our state", - stated the president.

"We are doing all necessary in order to fight against new challenges and threats of the XXI century… The atmosphere of social stability and consent established in our country will support these efforts", said the president.

National Assembly of Belarus Adopts Statement Condemning Anti-Belarusian Campaign by Several States  

 

The Republic of Belarus has recently been experiencing intense political, diplomatic and informational pressure from certain states which try to use for this purpose a number of international organizations. Statements and resolutions have been adopted, the main subject of which is violations of human rights and fundamental freedoms allegedly happening in Belarus. 

It is obvious that the campaign launched against our country aims at misinforming the European and world community, at creating an impression of our country as an undemocratic state. 

Such statements and resolutions use the same inadequate data that are repeated year in and year out, contain malicious lies with respect to the policies of the Republic of Belarus, and allow insults addressed to the Head of the Belarusian state. Characteristic feature of such “documents”, assessing respect for human rights in the Republic of Belarus, is the use of double standards.

Objective data testify to progressive development of our nation. Economic situation in the Republic of Belarus is stable. We have set up a well-developed social security system, with programs in house-building, science, environment protection, health, education, culture and sports being implemented in the interests of citizens. There is no social tension in the Belarusian society, and it enjoys international and interconfessional consent.

Belarus has never presented a threat to neighboring states, nor does it have territorial claims on them. It has carried out its international obligations in disarmament and has put forward a number of peace initiatives. Belarus is a reliable neighbor of the European Union, screening it from such regional security threats as illegal migration, drugs and arms trafficking, and organized crime.

All this confirms the accuracy of the policy chosen by the leadership of the Republic of Belarus and aimed at gradual, consistent reform of the national economy and formation of advanced civil society

However, the activities of Belarusian authorities to protect the national interests and to raise living standards of our people are knowingly concealed or distorted. Recent intensification of anti-Belarusian actions indicates a deliberate strategy of defamation of Belarus by the forces, that don’t like an independent policy of our country. The “conductor” of these actions, striving for individual world domination is well known.

Especially surprising is the fact that leaders of certain states that cannot be identified as standards of economic and social development join the ranks of “advocates of human rights in Belarus”. Moreover, they do not even wish to adhere to fundamental human rights and to provide basic freedoms in their own states. 

The National Assembly of the Republic of Belarus rejects the ungrounded accusations contained in the statements and resolutions of the kind and considers those as interference into internal affairs of an independent state, whatever good intentions and motives their authors might use as a cover. 

The National Assembly of the Republic of Belarus declares that using human rights rhetoric for advancing political and economic interests of one group of states at the expense of other states has no prospects and contradicts the very concept of human rights. Unilateral measures undertaken by certain states or a group of states with respect to an independent state discredit the principle of the participation by the world community in ensuring respect for human rights.

The Parliament of the Republic of Belarus once again reaffirms the readiness of our country to keep an open constructive dialogue and cooperation with all international organizations and parliaments of foreign states without posing any preliminary conditions or applying double standards (Minsk, April 29, 2005).

INTERNATIONAL COOPERATION

Belarus Plans to Join European Customs Transit System

Belarus plans to join the unified European customs transit system, Deputy Chairman of the State Customs Committee Vladimir Goshin noted at the meeting of the Advisory council for Foreign Investments.

“We have received a preliminary approval of the European Commission. A representative of the commission is to visit Belarus in May to determine the procedure of the accession to the customs clearance system,” Goshin said.

The key issue is to introduce customs risks analysis and management system. Besides, interaction with the EU is impossible without a system of electronic declaration. The system will be launched in Minsk in the second half of 2005, and at all customs clearance stations by 2006. “In 2006 the electronic declaration system will account for 30% of cargoes,” Goshin added.

The Government of Belarus Guaranties Safety of Investment into Belarusian Economy

The Government of Belarus guaranties safety of investment into Belarusian economy, Prime Minister of Belarus Sergei Sidorsky stated at the meeting of Belarusian Investment Forum.

Prime Minister stressed that Belarus is looking forward to set up comfortable atmosphere for foreign partners. Steady development of our country shows that "our plans are well balanced and real", said the head of the Government.

Sergey Sidorsky advised to examine investment proposals of Belarusian enterprises which are interested in attracting foreign investments. Setting up a production line of seamless pipes in Belarusian Metallurgical Plant at the cost of USD 150 mln. could be considered among the most attractive projects, Prime Minister said.

During the next five years it is planned to realize a lot of energy development projects in order to receive 25% of energy at the expenses of domestic fuels. Today almost all energy stations in Belarus are under modernization.

Sergei Sedorsky urged foreign investors to participate in the second stage of Belarusian oil refinery modernization. 

Processing and cannery industries are becoming promising directions for small and medium businesses. In the coming years more than 30 plants will be modernized. According to the prime minister, while investing into industries' modernization "there is nothing to risk". Together with the government guaranties there are also good recommendations of EBRD which has prominent cooperation with small and medium businesses.

Belarus as an export oriented country is ready to provide "green passage" for investors' activities. Certain steps will be taken this year for reduction of tax burden and improvement of working conditions for investors, as it was made in other countries. We are interested in "clear, transparent and equal rules of a game" in the market, said Sergey Sidorsky. 

Procedure of "Golden Share" is a Predictable Mechanism for Foreign Investors, Deputy Prime Minister

A procedure of introduction of a "golden share" in Belarus (special right of the state for management of enterprise) is understandable and predictable for foreign investors, said deputy prime minister of Belarus Andrei Kobiakov.

The state may use that right only in certain instances – in former state-owned enterprises. "All new properties under no circumstances" will be eligible for implementation of "golden share". At the same time, foreign investors have to follow Belarusian legislation if they want to set up enterprise on the basis of state ownership, stated Andrei Kobiakov.

Parex banka Calls Belarusian Banking Sector Most Attractive for Investors

Belarusian banking sector is the most attractive one for foreign investors, the executive director of Latvia’s Parex banka, Vladimir Loginov, said.

“I believe the banking sector is very attractive because of the transparent accountability of banks (in accordance with International Accounting Standards). Besides, Belarusian banks aim at meeting international requirements to receive ratings,” Loginov noted. The best decision for a foreign investor would be lending to a local bank for it to on-lend to local companies,” Loginov said. “Parex banka is rather interested in providing syndicated loans for Belarusian banks with its western partners”. 

He called the food sector the best branch for investments. “This is a developing sector and looks very promising. 

Belarus to Reduce Inflation to 5% in 2006-2010

Belarus plans to reduce annual inflation rate to 5% in 2006-2010 to reach the inflation level of European states, First Deputy Chairman of the National Bank of Belarus (NBB), Pavel Kallaur, said.

“Our target is to reduce inflation to 5% and provide a 6.5-8.5% economic growth every year,” Kallaur noted. 

Belarus’ inflation level is quite high now, but its reduction will allow receiving revenues not only from short-term but also from long-term investment projects. “We have very serious plans to stabilize inflation pace,” the official added. 

Belarus expects inflation rate at 10% in 2005 against 14.4% in 2004.

NBB Launches Memorable Coins “60 Years of Victory”, “Victory”

The National Bank of Belarus (NBB) puts into circulation new silver and copper-nickel memorable coins “60 Years of Victory” (60 год Перамогі) and silver coin “Victory” dedicated to the 60th anniversary of the Victory in the Great Patriotic War.

The head of all coins pictures a raised impression of Belarus’ State Emblem. In the middle there is an image of the Order of Victory. Under the order there is a standard of alloy (for silver coins) and mint year. The reverse side of the “60 Years of Victory” coin has an image of a star and three arrows dividing the side into sectors with a banner, laurel branch and fireworks, and a moiré band. The reverse side of the “Victory” coin has an image of Soviet soldiers raising a flag on the Reichstag and an inscription “1945-2005”.
