A lot has been achieved. The bilateral trade grew more than threefold over the decade. Cooperation in the military sphere has been strengthened. Our countries have common approaches to most urgent international issues. The implementation of agreements signed in 2006 will enhance social security of the Belarusian and Russian peoples.

 

The Belarus-Russia Union State is a locomotive of integration processes. We can keep this role only moving forward, creating a single economic, information and science-technological space and boosting well-being of the people.

 

I am confident that being guided by the principles of partnership with equal rights, we will set up a new model of an effective interstate formation comfortable for many peoples to live in.

Alexander Lukashenko, who won the presidential election on March 19, will be officially sworn in as the President of Belarus on Saturday, April 8, 2006.

 

Belarusian Spacecraft BelKA to Blast Off in Second Quarter This Year

 

The Belarusian spacecraft BelKA will be launched into orbit in the second quarter of 2006, Chairman of the Presidium of the National Academy of Sciences of Belarus Mikhial Myasnikovich said at an information technologies congress Tibo-2006 which is taking place in Minsk.

 

According to him, this will satisfy needs of Belarusian users in high-resolution satellite photos. Technical specifications of the spacecraft propel Belarus to the rank of advanced space powers which provide top-notch space services. “Today there are countries that show a keen interest in Belarusian software, hardware and the information BelKA can provide”, Mikhail Myasnikovich noted.

 

The satellite is being created by the Russian Rocket and Space Corporation Energia on the basis of the space platform Viktoria on the order of the National Academy of Sciences of Belarus. BelKA will fulfill geodesic, cartographic and meteorological tasks.

 

The satellite will fly over Belarus two times in three days, scientists say. The spacecraft will be able to picture every patch of the Earth. It is important that the satellite data should be in demand not only in Belarus but also overseas.

Belarus Proceeds to Drawing Up Final Documents on WTO Accession

 

Belarus got down to drawing up final documents on accession to the World Trade Organization, Deputy Chief of the Department for foreign economic activity coordination of the Foreign Ministry Anton Kudasov told reporters last week.

 

He noted that a range of issues on the protection of intellectual property rights has been prepared most completely in terms of Belarus’ WTO obligations while the quality of state regulation and legislation in this sphere has been recognized by the WTO.

 

“The Belarusian legislation in intellectual property is one of the most up-to-date in the world; it has passed the tests and studies by prestigious international organizations. Moreover, the legislation is more regulated than, for example, the one in foreign trade regulation. This attests that Belarus is convincingly moving along the track of innovation and intellectual development, Anton Kudasov said.

 

Last week, the Ministry of Foreign Affairs of Belarus hosted a seminar “On some thematic aspects of the intellectual property rights and the WTO agreement on trade-related aspects of the intellectual property rights”. It was organized with the assistance of the World Intellectual Property Organization /WIPO/ and National Intellectual Property Center. The seminar started a series of seminars to discuss final documents on Belarus accession to the WTO.

 

Belarusian Businessmen Conduct Over 30 Negotiations in India

 

Representatives of the Belarusian business circles have conducted more than 30 negotiations during last week’s visit to India. The Belarusian delegation was headed by Yuri Lositskiy, Deputy Chairman of the Belarusian Chamber of Commerce and Industry, and included representatives of 8 companies involved in petrochemistry, machine-building, agriculture as well as municipal, food and perfumery industries.

 

During contact and cooperation exchange between Belarusian and Indian companies as many as 15 agreements on intent were achieved.

 

Promising areas of the bilateral cooperation were in the spotlight of a business council’s sitting which elaborated recommendations for the Belarusian-Indian commission for cooperation in the area of industry, culture and education.

 

During the visit to India the delegation also held negotiations with leadership of the India-CIS Chamber of Commerce and Industry (CIS-India CCI), PHD CCI (Progress, Harmony and Development), and the Federation of India Chambers of Commerce and Industry.

 

Belarus and Kazakhstan to Intensify Bilateral Relations

 

This week President of Belarus Alexander Lukashenko met with Ambassador Extraordinary and Plenipotentiary of Kazakhstan to Belarus Gaziz Aldamzharov, as his mission in Belarus is over.

 

During the meeting the diplomat stressed that the Belarus-Kazakhstan trade turnover "can increase by one third and maybe more".

 

The head of the Kazakhstan diplomatic mission noticed, during the years he worked in Belarus he "saw no one talk anything bad about Kazakhstan or the Kazakh". Gaziz Aldamzharov was appointed Kazakhstan Ambassador to Belarus in April 2003.

 

In an interview with the Belarusian news agency BelTA given by Gaziz Aldamzharov after the meeting he stated that Kazakhstan intends to import Belarusian agricultural equipment worth of $ 250 million.

 

According to the diplomat, in 2004-2005 the countries laid the foundations to develop mutual trade. Contacts between businesses of Belarus and Kazakhstan have intensified. Today all the financial payments related risks are undertaken by banks. More so, Kazakhstan has set up a special insurance company to insure export-import operations, the diplomat said.

 

He confirmed the interest of Kazakhstan in products from Belarus. “Today the deterioration of the machine fleet of Kazakhstan has reached more than 80 percent. We need to replace about 5 thousand tractors a year”. Kazakhstan has allocated about $1 billion to support agricultural producers, of them 50 percent – to compensate for the costs related with the renewal of the machine fleet, the diplomat said.

Belarus Adopts Import Substituting Program for 2006-2010

 

On March 24, 2006 the Government of Belarus has adopted the state import-substituting program for 2006-2010.

 

The program aims to ensure sustainable economic growth and satisfy the home demand for competitive Belarusian goods. It has recommendations how to tap deeper into the potential of the Belarusian production facilities, create new vacancies and ensure economic security of the country.

 

To reach the goals, it is expected to enhance technical level of the production facilities. Successful Belarusian exporters with high-tech output will receive investment support. Some 87 projects are to be implemented under the new program in 2006 including 26 recently started.

 

Special emphasis will be placed on projects of the real sector of economy: mechanical engineering and metal working, chemical and petrochemical industries, the agro-industrial sector, pharmaceutical and construction branches.

 

We remind that some 109 projects were implemented in the course of the state import-substituting program by 2001-2005; products worth of $ 1.5 billon were produced; goods worth of $ 640 million were exported. More than 2.6 thousand new jobs were created within this period.

 

Belarus' Central Budget Surplus Makes Br 544.6 Billion in January-February

 

In January-February 2006 the Belarus central budget surplus totalled Br 544.6 billion, as central budget revenues exceeded expenditure.

 

On the whole, in January-February 2006 the central budget revenues neared Br 4 trillion, 15.3 percent of the corrected annual target and 68.2 percent of the quarter target. Specialists of the Finance Ministry of Belarus believe, the rise in the major revenue sources is connected with the outrunning growth of macroeconomic parameters, vigorous increase in real economy output, rising financial parameters of Belarusian commercial entities and increasing export.

 

In January-February profit tax payments to the state budget made about Br 260 billion, 16 percent of the corrected annual target. VAT payments totalled around Br 730 billion, 15.5 percent of the annual target, overseas trade tax payments – some Br 270 billion, 13.7 percent of the annual target. (P.S. $1 = Br 2150).

 

Share of Services in GDP of Belarus Should Account for More Than 50 percent by 2010

 

Share of services in GDP of Belarus should account for more than 50 percent by 2010 as against 42 percent in 2005. The task is set out in the comprehensive program to develop the services sphere in the Republic of Belarus for 2006-2010. The draft was considered on March 29 at the meeting of the Presidium of the Council of Ministers chaired by Prime Minister Sergei Sidorskiy.

 

As the head of government noted, by achieving this parameter, Belarus will reach the level of the Eastern European countries. This is the high bar we should try to reach.

 

As the Prime Minister stressed, there is a need to create equal conditions for the development of services in the country. According to him, “a special section in the document should envisage the upgrading of the legislative base in terms of all kinds of services”. Along with the traditional services the country should develop new forms – communication, internet, mobile communication, mail and also the services forming the market economy infrastructure – banking, legal, information, insurance. The program should be specified in terms of those paid services which need developing, Sergei Sidorskiy said.

 

In his report economy minister Nikolai Zaichenko noted that export of services should ramp up at least 1.6 times. With that will come the GDP growth.

 

The volume of banking services to legal entities should double, insurance services should increase 3.6-3.7 times, real estate services – 1.6-1.7 times. The volume of traditional services – transport, utilities and consumer services – will grow by 5-8 per cent annually what is somewhat lower than in the sphere on the whole. New services are expected to surge 13-16 percent.

 

The Presidium of the Council of Ministers adopted the comprehensive program of the services sphere development as the basis. During the two weeks the document will be finalized, specified to the maximum and will be integrated with the parameters set out in other relevant programs.

 

Rating of Belarus on High-Tech Market Continues Climbing

 

The American Industrial Corporation Eaton awarded Belarusian Metallurgical Plant (BMZ) with special prize “Perfect Supplier” for the results in 2005.

 

Eaton is one of the biggest corporations in the USA and worldwide and has cooperation contracts with 38 companies in 125 countries. Only 11 of them have been bestowed the prize “Perfect Supplier”. Only two partners are from Europe including the Belarusian producer.

 

The document signed by Eaton Corporation CEO reads that the prize is awarded “for high quality, production innovations and technical achievements”.

 

In 2006 Belarusian Metallurgical Works plans to make products worth of more than $ 1 billion. This is the highest output index among industrial companies of Belarus. Compare: in 2002 the works made products worth of $ 360 million, in 2005 – $ 900 million.

 

Belarusian Petrochemical Output Has Bright Outlook in US

 

Leading Belarusian petrochemical companies participated on 28-30 of March in the international exhibition “Technical Textile. North America” that was held in Atlanta, GA, USA.

 

Belarus was presented at the event by JSC "Grodno-Khimvolokno", JSC "Mogilevkhimvolokno", Republican Unitary Enterprise "Khimvolokno" (Svetlogorsk City) and JSC "Polotsk-Steklovolokno".

 

Petrochemical output produced by the Belarusians companies met great interest among the participants of the show. More than 30 negotiations were held during the exhibition. Foreign companies from the US, European Union and other regions of the world showed their readiness to strengthen cooperation with the Belarusian producers.

 

The participation of the Belarusian exporters in the biggest regional specialized exhibition which featured over 300 companies from all over the world and the results of negotiations held during the show proved again that top-notch goods produced in Belarus were of a great demand and competitive at the international market.

 

Belarusian Machine-Building Ready for Tough Competition with Chinese Producers

 

The Belarusian machine-building branch is ready to compete under the toughest conditions with the world’s leading truck producers, including the Chinese ones. Minister of Industry of Belarus Anatoliy Rusetskiy told a briefing on March 28 during an international exhibition AvtotekhExpo 2006 that recently took place in Minsk, Belarus.

 

He noted that the Belarusian manufacturers “offer qualitative products at affordable prices and ensure timely deliveries. These are the necessary conditions to make a company competitive.” The Minister admitted that the Chinese vehicles have been gradually winning over the global market due to their low prime cost. He emphasized that all Belarusian branch companies have been working on the prime cost reduction lately by introducing new technologies, reducing labor intensiveness, increasing labor productivity and energy saving, etc.

 

The production has been growing. For the recent three years Minsk Tractor Works has doubled the production – up to 42.5 thousand tractors. In 2006 the output will reach 50 thousand units. Belarusian Automobile Plant has been building up production volumes as well. This year the production of dump trucks will ramp up to 1.7 thousand units. The output of buses will double – to more than 2 thousand units.

 

 

SOCIETY, SCIENCE AND CULTURE

 

Minsk-1 Airport to Open Foreign Ministry’s Consular Office in September

 

After the reconstruction of Minsk-1 Airport which is expected to be completed this September, the Ministry of Foreign Affaires of Belarus will open its consular office there. The measure is aimed to make the arrival to the Belarusian capital more convenient for foreigners.

 

The airport is expected to service flights previously serviced by Minsk Airport from Moscow, Kiev, Latvia, Poland, Germany, Austria and Sweden. Central location of Minsk-1 is a favorable factor for attraction of business flights. Upon arrival at the airport a foreign businessman will have an opportunity to promptly get a visa and after completing a business leave the country within several hours.

 

International Specialized Exhibition “Mass Media in Belarus” to Be Held in Minsk on May 3-6

 

The jubilee 10th specialized exhibition “Mass Media in Belarus” will be held on May 3-6 in the national exhibition center BelExpo in Minsk.

 

The exhibition aims to popularize the national printed and electronic mass media outlets, to promote integration of Belarus into the world information community and to strengthen and develop international cooperation in the information and press field. Mass media outlets of the Union State and foreign guests are expected to take part in the forum. It is worth to remind that more than 250 periodicals, TV and radio programs from Belarus and other states were presented at the 9th exhibition “Mass Media in Belarus”.

 

Presentations of mass media outlets, seminars, roundtable meetings, press-discussions and actions dedicated to the Day of Press and the Day of Workers of Radio, Television and Communication will take place within the exhibition as well.  The biggest event at the exhibition will be the 1st Belarusian information forum. The forum, which is expected to gather together 500 participants, will highlight the urgent problems of the information space development, the measures to consolidate the international efforts in counteracting modern threats and challenges. Max Mirnyi, Belarus and Jonas Bjorkman, Sweden Win 2006 NASDAQ-100 Open in Doubles

 

Max Mirnyi, Belarus and Jonas Bjorkman, Sweden successfully defended their crown at NASDAQ-100 Open last Saturday in Miami, FL against topping Stanford ATP Doubles Race leaders Bob and Mike Bryan, USA 6-4, 6-4 to claim their fourth career ATP Masters Series shield as a tandem.

 

They improved to a season record of 16-3 following a perfect tournament in which they won every set they played. Max Mirnyi has now won the Miami doubles title in three of the last four years. He captured the 2003 crown with Roger Federer, defeating Leander Paes and David Rikl in straight sets.

 

Sergei Lyakhovich, Belarus Wins World Boxing Organization Title in Heavyweight

 

In the most thrilling heavyweight championship fight in years, Sergei Lyakhovich, Belarus won the World Boxing Organization title last Saturday in Cleveland, OH scoring a unanimous 12-round decision over Lamon Brewster, USA, who had been WBO champion since April 2004.

 

The judges scored the bout 115-113, 115-112, and 117-110 for the new champion.

 

President of Belarus Aleksander Lukashenko sent a congratulatory message to Sergei Lyakhovich over his winning the WBO title.
