Belarus Takes Necessary Measures to Prevent Bird Flu Outbreak

 

Belarus has taken all necessary measures to prevent the outbreak of bird flu, Head of Main Department for Veterinary Medicine of the Ministry of Agriculture and Foodstuffs of Belarus, Chief Veterinary Controller of Belarus, Alexander Aksenov, recently told reporters.

 

Commenting upon the situation with bird flu in Moscow oblast (the dangerous disease has been detected in five regions of the oblast), he said the official information must be verified by the International Office of Epizootics.

 

Belarus has been vaccinating the poultry bred by the population at personal subsidiary plots located in the vicinity of water reservoirs and within a 3km-range from poultry farms. The vaccination is a measure taken in line with the 2007 comprehensive plan of actions for the prevention of bird flu. In spring of 2006 4 million 103 thousand birds were vaccinated, in autumn – 2 million 769 thousand birds were vaccinated for the second time. The vaccination took place in 7,750 settlements. Thus, birds bred by the population at personal subsidiary plots have life-long immunity from the dangerous virus and the epizootic situation in Belarus is stable and arouses no fears. The vaccination will be continued in March, according to the plan. Specialists have prepared 1.5 million doses of vaccines. Like in 2006, this year the Belarusian population has been warned about the prohibition of ‘free-range’ poultry breeding during seasonal migration of birds.

 

Last year Belarus imposed a prohibition on the selling of live poultry in marketplaces, the official added. Soon specific places will be assigned where the population will be able to buy poultry in conformity with all the sanitary norms. The selling of chickens will be strictly overseen by veterinary watchdogs, Alexander Aksenov said.

 

 Pedigree chickens are imported only by permit of the Ministry of Agriculture and Foodstuffs. Belarus has imposed a ban on the imports of any poultry products from the countries, which have reported bird flu cases.

 

Belarus continues exporting poultry to Russia under the usual scheme. The poultry containers are not returned, i.e. remain in the territory of Russia. The exports to Russia are mainly semi-finished products, poultry and finished goods.

 

Belarus is currently holding a set of measures to prevent bird flu at battery farms and personal subsidiary plots. In particular, all battery farms independently of the form of ownership have closed entry for outsiders. The control has been tightening over entry and departure of vehicles, supplies of fodder, housing conditions and health of birds.

 

All companies of the industry have enhanced the sanitary and ecological safety requirements. The address of a producer, the date of manufacture and the validity term are stated on the packaging. The personnel of battery farms undergo medical examination on a regular basis.

 

Alexander Aksenov also noted that seminars will be organized soon in all regions of Belarus. An exercise imitating the appearance of the virus and even the infection of a man with bird flu will be organized in one of the regions in Minsk oblast. The actions of all services involved in the liquidation of the infection will be analyzed afterwards.

 

INTERNATIONAL COOPERATION

 

President of Belarus Alexandr Lukashenko Reaffirms Willingness of Belarus to Develop Mutually Advantageous Cooperation With European Union

 

Belarus is prepared to an open cooperation with Europe on the basis of mutual respect and reciprocal advantage and has repeatedly reaffirmed this, said President of the Republic of Belarus Alexandr Lukashenko on February 13, 2007 addressing the heads of the diplomatic missions of foreign countries. That day Alexandr Lukashenko received the credentials from the ambassadors of eight countries – Republic of Lithuania, French Republic, Republic of Benin, Republic of Equatorial Guinea, Hellenic Republic, Arab Republic of Egypt, Kingdom of Spain, Republic of Sierra Leone.

 

The Belarusian leader expressed the conviction that any diplomatic mission ought to be guided by the ideas of peace and goodness, by the striving to make the relations between states reliable, partnership-driven and mutually beneficial.

 

In this connection, Alexandr Lukashenko urged the diplomats to align the bilateral relations with the community of interests.

 

According to the President, the interest of Belarus in intensifying the interaction with the French Republic is motivated, first of all, by France’s significant role in the political and economic life of Europe. In view of the Head of State, France could take a well-balanced position in conducting a comprehensive dialogue between Belarus and the European Union.

 

Belarus and France have been boosting their mutual goods turnover, which amounted to $ 473.3 million in 2006.

 

In its relationship with Lithuania, Belarus is committed to the principles of good neighborhood, mutual respect, non-interference into internal affairs, and it expects Lithuania to take the same approach, the President said. In his view, the two states have common interests in political, economic, energy, and nature protection spheres. “Today we are ready to build up warmest and good relations in all the spheres of life with Lithuania,” Alexandr Lukashenko said. In 2006, the Belarusian-Lithuanian goods turnover totaled $ 603 million.

 

The President is convinced that Belarus and Spain should now focus their efforts on the development and diversification of the mutual trade, on arranging regular visits of the delegations of business circles. Spain’s growing role in the European and global institutions, the level of economic development achieved by it, are important pre-conditions for the intensification of the Belarus-Spain relations, the Head of State underscored. He expressed gratitude to Spain for the assistance in minimizing the aftereffects of the Chernobyl disaster. In 2006, the mutual goods turnover between Belarus and Spain exceeded $ 100 million.

 

Having noted a constructive position of Greece on the status of Belarus within the Generalized System of Preferences of the EU, the President expressed his confidence in further consistent development of the bilateral cooperation with that country. Alexandr Lukashenko believes that it meets the interests of both states.

 

The Belarusian leader said that Egypt is regarded as one of the major political and trade partners of Belarus in the Middle East region. The President underscored that in 2006 the deliveries of the Belarusian machinery to the Egyptian market had considerably grown in 2006, thus making Egypt one of the greatest consumers of the products of the Belarusian machine-building industry in non-CIS countries. Belarus intends to continue cooperation in that area by establishing assembly facilities for the Belarusian machinery in Egypt, the Head of State added.

 

Alexandr Lukashenko reaffirmed that Belarus is prepared to establishing regular official contacts with the governments of Benin, Sierra-Leone, Equatorial Guinea both at a bilateral basis and within the framework of various international forums. According to the President, the intensification of a dialogue between Belarus and the states of the Equatorial Africa meets the requirements of the contemporary world.

 

“We are counting on the mutual support in the United Nations Organization and in the Non-Aligned Movement, we are also ready to raise the level of the development of trade and economic ties with the countries of the Equatorial Africa,” the President said.

 

BUSINESS AND ECONOMY

 

Belarus’ GDP Grows by 9.7% in January 2007

 

In January 2007, Belarus’ GDP grew by 9.7 percent over the same period last year, according to the Ministry of Statistics and Analysis.

 

The industrial output increased by 8.5 percent. The production of consumer goods surged by 11 percent, foodstuffs - by 6.4 percent, nonfoods – by 14 percent.

 

The President of Belarus Approves Measures to Secure Foreign Trade Surplus in 2007

 

President of Belarus Alexander Lukashenko has recently approved measures developed by the Government and the National Bank of Belarus to secure a foreign trade surplus in 2007.

 

In accordance with a goal for 2007, the foreign trade surplus should be at least as large as $500 million.

 

In order to secure the foreign trade surplus, the Government and the National Bank of Belarus developed a joint program of measures. The program provides for every company to pursue an effective foreign trade policy. In line with this year’s national social and economic development goals the export growth rate should exceed the import growth rate by at least 5 percentage points. It is supposed to be the key result of efforts Belarusian companies, ministries and state agencies will exercise.

 

Meanwhile, the Government and the National Bank intend to do everything possible to assist the export of Belarusian merchandise, create a distribution network, explore new markets, and hit targets of the import substitution program.

 

Starting this year, the goal is on the list of the most important national social and economic development indicators. Outlook of foreign trade of Belarus in 2006 is available at www.belarusembassy.org.

 

The Prime Minister Says State Should Minimize Its Involvement in Small and Medium-Sized Business

 

The state should minimize its involvement in small and medium-sized business, Prime Minister of Belarus Sergei Sidorskiy said in a meeting last week focuses on the draft employment program for 2007.

 

He noted, the development of small and medium-sized business is one of the priorities of the socio-economic development program. “We should be very attentive to the issues related to the development of this sector of economy, the Prime Minister said. – It is important that we create most comfortable environment for the development of transparent business, for the taxes to be paid in full. We need to promote the creation of such jobs in the country”.

 

BelAZ Makes Towage Vehicle for Heavy Dump Trucks

 

Belarusian Automobile Plant (BelAZ) has made a pilot specimen of the towage vehicle BelAZ 74306. The vehicle is capable of towing heavy dump trucks with the payload capacity of 320-360 tons, a representative of the company recently informed reporters.

 

The vehicle has passed acceptance tests of the company and has been sent for real-life tests to OAO Mezhdurechye (Kemerovo oblast, the Russian Federation). The truck’s design implements a Roll Over Protection System and a Falling Object Protective Structure.

 

The choice of BelAZ towage vehicles has been expanded with other novelties. The company used BelAZ 7547 dump truck to make a vehicle for towing foreign-made trucks with the payload capacity of up to 60 tons. The company has designed and is assembling a towage vehicle based on a 55-tonne dump truck. Mine dump trucks have been used to design towage vehicles for heavier broken vehicles with the payload capacity of 90-220 tons.

 

Belarusian Automobile Plant has made and is testing a pilot specimen of a towage vehicle BelAZ 74131. The company is completing assembling a pilot specimen of a towage vehicle BelAZ 74470, with plans to make BelAZ 7455B. The latter was designed using agreed technical requirements and will be shipped to Zanzegur Copper and Molybdenum Mining Company (Armenia).

 

Apart from its core business, i.e. a production mine of dump trucks, the company also offers specialized vehicles. In 2006 BelAZ upgraded batch-produced towage vehicles following customers’ orders. The company has improved performance parameters of the trucks, installed additional equipment to ensure safe transportation and attachment to towed vehicles. All safety and environmental protection requirements have been met.

 

In 2006 Belarusian Automobile Plant increased the production by 10.3 percent in comparison with 2005. The export went up by 13 percent. The company uses a system for managing the quality of design, production and maintenance of mine dump trucks, special vehicles, automobiles and road construction machines compliant with Belarus’ ISO 9001 2001 requirements and international standards DIN EN ISO 9001:2000. The Government of Belarus awarded the company for quality achievements in 2006 for introducing highly effective quality management solutions and using the solutions to produce competitive make.

 

Belarus and Microsoft to Launch IT Academy Project in 2007

 

In 2007, the Belarusian High-Tech Park (HTP) will team up with Microsoft to launch a project on the creation of an IT academy, Alexander Martinkevich, HTP Deputy Director, told during the ceremony of awarding the winners of the Collegiate Programming Winter Cup for 2006-2007.

 

 The creation of an academy is one of the priorities in the activity of the High-Tech Park because today, as never before, there is a need of teaching professionals in the IT sphere,” he said.

 

According to the Deputy Director, the IT academy will specialize in enhancing the qualifications of graduates of Belarusian higher education establishments who graduate with degrees in technical sciences. Also the academy is to hold courses of enhancing qualifications and retaining of the faculty. Leading world companies are to be invited to participate in the project. Sweden and Belarus Cooperate in Field of Advanced Bio-Fuel Technologies

 

Advanced technologies for recycling waste and producing bio-fuel developed by the Swedish company SVEDAB will be introduced in Belarus. In Belarus the investment proposal has been promoted by the National Technology Transfer Center /NTTC/, Vitaliy Kuzin, Chief of the NTTC marketing department, recently told to reporters. He has noted that the matter concerns the production of alcohol as a bio-fuel, the use of wood waste to produce pellets, the use of biogas plants and the production of biogas fuels from municipal and domestic waste and dung.

 

This year Sweden will start building a tire processing plant using technologies designed by the A.V. Lykov Heat and Mass Transfer Institute of the National Academy of Sciences of Belarus.

 

Belarus Oil Refineries: Naftan and Polimir to Funnel Over $1.5 Billion Into Production Development

 

In the near future Naftan and Polimir will funnel over $1.5 billion into production development, First Deputy Prime Minister of Belarus Vladimir Semashko told reporters after the recent meeting of the commission for enhancing competitive power of Belarus’ economy held in the City of Vitebsk.

In particular, within the next four years Naftan will funnel $590 million into the upgrade of its production facilities including $243 million in 2007. During 5-6 years Polimir will have to attract $800 million worth of investments to set up a new production.

 

According to the First Deputy Prime Minister, a considerable volume of investments will help the companies reduce energy intensity and make more competitive and popular products.

The Government of Belarus Finalizes National Program on Demographic Security

 

The Government of Belarus has finalized a draft national program on demographic security of Belarus. In the course of a meeting last week chaired by the President of Belarus, Alexandr Lukashenko made remarks concerning two subprograms on scientific and information support to the demographic security program, Deputy Prime Minister of Belarus Alexander Kosinets has told reporters.

 

According to the source, initially the Government of Belarus planned to allocate over Br2 billion (about $1 million) for scientific and more than Br1 billion (about $ 500 thousands) for information support to the program. “Additional reserves were found in the Ministry of Health and other ministries concerned to reduce the costs”, the Deputy Prime Minister said.

 

Other subprograms of the document approved, the work started on February 9, he underlined.

 

In 2006, the birth rate increased in Belarus by 6.4 percent and death rate fell by 2.4 percent as against 2005. Thus, the mortality rate was down by about 3.7 thousand people while the birth rate was 5.7 thousand babies up. The positive migration surplus made up 5.6 thousand.

 

Belavia to Resume Regular Flights from Minsk to Berlin

 

According to the press service of the Belarusian National Airline Belavia the company will resume regular flights from Minsk to Berlin on May 3, 2007.

 

Regional airliner CRJ-100LR made by the Canadian concern Bombardier will fly to Berlin three times a week on Tuesdays, Thursdays and Sundays. The plane is designed specifically to meet the needs of growing regional airlines for jets up to 100 seats with a focus on improvements to cabin comfort.

 

There are 10 business class seats and 40 economy class seats. The plane will depart from Minsk at 8.00 and arrive in Berlin at 9.00. The return flights from Berlin are scheduled for 9.45 on Tuesdays and Thursdays with the arrival at 12.45. On Sundays the plane will depart from Berlin at 9.40 and arrive in Minsk at 12.40.

 

Passengers flying from Minsk to Berlin with Belavia will be able to use the Fly & Rail Program to go further to any destination in Germany by Deutsche Bahn trains. Belavia will cover all the travel expenses.

 

Specialists to Collect Historical Data about Nesvizh Castle

 

In 2007 the State Committee for Science and Technologies will start financing the project of the Institute of History of the National Academy of Sciences of Belarus for collecting rare historical data related to the Nesvizh Castle. As a result, the information regarding the benefits of the Nesvizh Castle, about the oldest part of the Radzivills’ archives, other information will be introduced in scientific circulation, supervisor of the project, head research officer of the Institute Andrei Metelskiy recently told to reporters.

 

The final goal of compiling the database will become the preparation for publishing a book dedicated to the history of the Nesvizh Castle. This innovation project envisages searching underground passages and communications described in numerous documents related to the construction of the Nesvizh Castle.

 

According to Andrei Metelskiy, specialists started the archeological dig in the early 1990s. By the time, four underground passages have been discovered, cleaned and included in tourist itineraries. The first passage goes from the Castle’s yard to a bastion and a fighting ground, the second one goes from the castle’s yard to the water and to the castle’s moat. Two maintenance passages more have been discovered as well. Their usage has not been determined yet as a human does not pass through them. This year the search will be continued and, possibly, a new story about lives of the Nesvizh Castle’s owners will appear, Andrei Metelskiy noted.

 

The Nesvizh Castle, the official residence of the Radzivills, was included into the UNESCO World Heritage List in 2005.

 

The city of Nesvizh is located about 112 km (70 miles) westward from Minsk. The city was first mentioned in historical chronicles in 1446. In 1513 the city of Nesvizh became the official residence of the Radzivills – the biggest and the most powerful tycoon family in Belarus. The residence included the Castle, and a cathedral with a marketplace.

 

Reconstructed in the 18th century, the Radzivills Castle is the only surviving original tycoon residence in this part of the European continent. The gem of the Nesvizh Castle is a crypt-based vault of the Radzivill dukes. Today it features 72 open caskets with remains of the renowned members of the family. The earliest grave dates back to 1616. The Nesvizh Castle has beautiful and harmonic combine of medieval architectural features, styles of late Renaissance, the Baroque and original stylish research of local masters.
