Information for Citizens of the Republic of Belarus on Presidential Elections 2006 Is Now Available on the Embassy' Web-Site

The Embassy of Belarus in the United States would like to inform all of the citizens of the Republic of Belarus having the right to participate in presidential elections in Belarus in 2006 and staying in the United States that information about the presidential elections is now available on the Embassy' web-site: www.belarusembassy.org in Belarusian and Russian.

The link on a top of the first page of the site also contains information about the organization and procedure of the voting process on the territory of the United States.

Belarus Extended Invitations to Observe Presidential Elections

In accordance with the Election Code of the Republic of Belarus and corresponding clauses of the OSCE 1990 Copenhagen document, Belarus invited international organizations and parliamentary structures to observe presidential elections coming on March 19, 2006.

As of January 19, 2006, appropriate invitations have been sent to the following international institutions:

- Executive Committee of the Commonwealth of Independent States (CIS);

- Inter-Parliamentary Assembly of the CIS;

- Secretariat of the Eurasian Economic Community (EURASEC);

- Inter-Parliamentary Assembly of the EURASEC;

- Secretariat of the Collective Security Treaty Organization (CSTO);

- Parliamentary Assembly of the Union of Belarus and Russia;

- OSCE Office for Democratic Institutions and Human Rights;

- Parliamentary Assembly of the Organization for Security and Cooperation in Europe (OSCE).

The invitation of the observers is a vivid evidence of the openness of Belarus and of the firm decision of authorities to hold the presidential elections in accordance with the national legislation and international standards.

Belarus invited the observers in advance and is ready to render adequate organizational assistance to their activity and in caring out by them of their functions without hindrance.

Belarus expects the international structures and their representatives will strictly observe the provisions of Belarusian legislation and avoid any interference in the electoral process during the preparation and holding of the elections.

Belarus hopes that opinions and conclusions of the international observers will be objective and nonpolitical.

In accordance with the Election Code of the Republic of Belarus only President, National Assembly, Council of Ministers, Ministry of Foreign Affaires, as well as Central Commission for the Elections and National Referendums can invite international observers to monitor elections.

Belarus Has Made Great Progress on Creation of National Legal System

Over the past 10 years Belarus has made a great progress on creation of the national legal system. Over such a short period we have formed our own legislative base, legal theory, customs and traditions, law-enforcement policy, in short, everything which makes up a legal system,” deputy head of the presidential administration of Belarus Natalya Petkevich stated last week during a presentation of legal information database “Business” held last week in Minsk.

She noted that it took decades and even centuries for many countries to build up their legal system. “We had to do that in a very short period,” Natalya Petkevich noted. In her words, the country can be proud of its national legal base. “We have adopted considerable number of exemplary codes, laws, presidential decrees,” she noted.

Along with that the head of the presidential administration admitted that there were still some drawbacks and the country’s legal base was far from being perfect. “Today when the country entered the path of stable socio-economic and political development, when there is no need to urgently solve daily tasks, it is necessary to readjust the current base to solve new tasks,” she noted. First of all, we should make our legislation easy to use for our people, organizations”. According to Natalya Petkevich, an important area in law-making is the development of stable legislation, creation of such rules which will give to the economic agents and citizens a confidence in their future.

Belarus Approves Energy Saving Program for 2006-2010

The Government of Belarus by its resolution #137 of February 2, 2006 approved the Energy Saving Program for 2006-2010. The committee for energy efficiency under the Council of Ministers of Belarus is in charge of its implementation. The program’s major target is to reduce GDP energy intensity and replace fuel and energy imports by local resources.

The document envisages that the program fulfillment will allow in 2010 to secure GDP energy intensity by 26-30.4 percent against 2005 indices. The use of local, waste, alternative and renewable energy resources will go up by 1.7 million tons of fuel equivalent. Modern energy saving technologies and equipment will save at least 7.7 million tons of fuel-energy resources. Atmospheric emissions should fall by some 12 million tons.

The document is set to increase the efficiency of generative resources using traditional fuels. Special attention would be paid to the development of alternative and renewable energy resources. The program major events include the growth of energy efficiency in the industry, construction, agriculture and budgetary sphere. Energy producers and consumers will be economically encouraged to use energy rationally. The country will create new energy efficient and import-replacing technologies, equipment and materials. Besides, the program stipulates to reduce expenses in the energy transportation and decrease power input in the housing and municipal service. The program determines the amount of fuel-energy resources and their distribution among the national state governmental bodies, state-run organizations and regions of Belarus. It also outlines funding resources for energy saving and a list of large energy efficient projects.

 

INTERNATIONAL COOPERATION

 

Belarus to Preside Over UNISEF Executive Committee Session

For the first time since Belarus’ membership of the United Nations Organization, the country is to preside over the UNICEF Executive Committee in New York. Approval of the UNICEF country program for Belarus for 2006-2010 with a total budget of $5.4m is a key issue for the country; it will enable Belarus to realize important childhood protection programs. Belarus supported the UNICEF decision to raise this program’s funding by $720.000.

The Belarusian delegation undertook consultations with the UNICEF Secretariat including those regarding the Fund's participation in the organization of the international Chernobyl conference from 19-21st of April in Minsk and their support of the Belarusian President's initiative to counteract human trafficking. Belarus views UNICEF as an important partner in solving problems relating to child protection and rights. Direct cooperation with the Fund is realized through UNICEF programs and projects which contribute to children’s physical and psychological development, AIDS prevention and protection of children’s rights (particularly those supported by the state, child invalids and those in trouble with the law). $5.1m of assistance has been provided by UNICEF to Belarus from 1998 to 2004.

Belarus was elected to the UNICEF Executive Committee from 2004-2006. In 2005, the country joined the organization as a deputy chair and, this year, Belarus will preside over this managerial body of UNICEF.

Italian Parliamentarians Advocate Fostering Bilateral Relations with Belarus

Belarus and Italy should develop bilateral mutually beneficial relations, head of the Italian parliamentary delegation Senator Ivo Tarolli stated on 30 January, 2006 during a meeting at the Chamber of Representatives of the National Assembly of the Republic of Belarus.

The Italian parliamentarian also noted that the areas of cooperation might be various, with the economic interaction being a key avenue. At present 38 joint Belarusian-Italian ventures operate in Belarus. Senator believes that the increase in their number will yield benefits both for Belarus and Italy. The Italian delegation showed interest in visiting the joint stock companies “Atlant” and “Elema”.

Mr. Tarolli spoke out in favor of the development of relations in tourism and cooperation in recuperation of children affected by the Chernobyl disaster.

Egypt Shows Interest in Belarus High-Tech Goods

Egypt shows great interest in increasing deliveries of engineering industry products and high-tech goods from Belarus, prime minister of Egypt Ahmed Nazif stated during a meeting with foreign minister of Belarus Sergei Martynov who is paying an official visit to the Arab Republic of Egypt on February 5-6, 2006.

Mr. Ahmed Nazif has backed the intentions of Belarus to raise the amount of tractor and MAZ equipment assembling in Egypt. The two sides have reached an agreement to work out opportunities to set up new Belarusian assembling productions in Egypt, including those for deliveries to the countries of the Middle East and Northern Africa. The two countries have also shown mutual interest in a practical implementation of their  science-tech potential, first of all, by using Belarusian research and development works. The sides have agreed

The prime minister of Egypt has focused great attention on intensifying cooperation with Belarusian universities. The sides have noted that similar standpoints on international relations, governmental courses on developing national economies and also the presence of well-developed treaty-legal base between Belarus and Egypt create favorable conditions for economic cooperation extension.

 

 

BUSINESS AND ECONOMY

 

Belarusian Economy Showed Continuous Growth in 2005

In 2005 the economy of Belarus demonstrated steady and dynamic growth. Virtually all forecasted indicators of socio-economic development of the country have been achieved. Compared to 2004:

– GDP grew by 9.2 percent;

– industrial production rose by 10.4 percent;

– agricultural production rose by 2.1 percent;

– consumer goods production increased by 10.4 percent;

– capital investments grew by 22.6 percent;

– international reserves increased by 68.3 percent to $1.3 billion;

– foreign trade of goods and services grew by 11.1 percent, including the growth of exports of goods and services by 17 percent;

– foreign trade surplus has been reached for the first time since 1991 and amounted to $234 million;

– annual inflation rate made up only 8 percent;

– average monthly inflation rate was at 0.64 percent;

– average monthly wage in public and the real economy sectors has reached $225 and $250, respectively;

– real money income of the population went up by 16 percent as of December 1, 2005;

– retail trade turnover increased by 19.6 percent as of December 1, 2005;

– housing construction – about 3.2 million square meters have been constructed as of December 1, 2005.

The level of officially registered unemployment by December 1, 2005 made up 1.6 percent of the economically active population.

Belarus Government Sets Up Targets for 2006

The Presidium of the Council of Ministers of Belarus approved on January 10, 2006 joint plan of actions of the Government of Belarus and National Bank to achieve the most important parameters of the forecast of socio-economic development, budget and the monetary policy guidelines of Belarus for 2006. The most important parameters of the socio-economic development forecast for 2006 are:

– GDP is expected to grow by 7-8.5 percent;

– production of industrial goods – 6.5-8 percent;

– agricultural products – 6-8 percent;

– consumer goods – 8-9 per cent;

– capital investment – 13-14 percent;

– foreign trade – 8.3-9.3 percent;

– real money income of the population are projected to be up by 7-8.5 percent;

– real wages – 8-9 per cent;

– retail trade turnover – 9-10.5 percent;

– paid services to the population – 8-9 percent;

– GDP energy intensity will slip down by 6-7 per cent;

– housing construction – some 3,7-4,2 million square meters.

There is also a target to achieve the level of nominal wages of $300 per month in equivalent by the end of 2006. The exchange rate of the Belarusian ruble against the $1 of Br2100-2200 should be achieved by the end of 2006. Devaluation of the Belarusian ruble to the Russian currency cannot exceed 2 per cent. Budget deficit is not to surpass 1.5 per cent of GDP.

The joint plan of actions comprises the actions in social, budgetary-tax and monetary policy, investment and innovation activity, development of the real sector of economic, small and middle entrepreneurship. They are designed to contribute to the implementation of socio-economic development forecast, budget and guidelines of the monetary policy of Belarus for 2006.

Belarus to Build Up Gold and Foreign Currency Reserves to $3 Billion By 2010

By 2010 Belarus is set to build up gold and foreign currency reserves up to $3 billion, or 2.5 times, Chairman of the Board of the National Bank Piotr Prokopovich has told reporters last week.

The target is ensured in the draft guidelines of the monetary policy of Belarus for 2006-2010. “Today we are working intensively on the program and are set to pass it this April”, Piotr Prokopovich said.

To date the gold and foreign currency reserves amount to about $1,3 billion. In 2006 they are expected to grow by $470 million – $520 million.

In line with the draft program, in 2006-2010 the National Bank will seek to meet the targets of the socio-economic development programs, increase the living standards of people. “We have gained a wealth of working experience. We have got necessary potential”, the head of the National Bank said.

The Belarusian ruble is expected to continue strengthening against the Russian currency and USD.

State Customs Committee to Smoothen Freight Transit Across Belarus

The State Customs Committee of Belarus will significantly simplify the conditions of transit of freight across Belarus, chairman of the Committee Alexander Shpilevskiy said at a press-conference last week.

According to him, there is a draft decree on the point prepared for the President to sign. “The draft decree contains a system of measures to mould an attractive system of transit in Belarus. This envisages simplifying the throughput activities, streamlining goods-related procedures”, he said. A number of the measures of the decree have already been introduced, Alexander Shpilevskiy said.

According to him, in 2001 the customs bodies of Belarus inspected about four percent of the total volume of freights transported through the borders. At present this index makes 1.5 per cent. In 2001 there were 1,600 nondeliveries registered, in 2005 – 15, a part of them was connected with force majeur. Alexander Shpilevskiy also underlined that the Belarusian customs bodies have considerably intensified their cooperation with the federal customs service of Russia.

Russian Gas Transit via Belarus to Grow By 7.8 Percent in 2006 to Reach 44 Billion Cubic Meters

In 2006 Russia is set to transit 44 billion cubic meters of natural gas via Belarus.

About 40.8 billion cubic meters of gas were transported via Belarus in 2005. Russian gas was mainly delivered to Lithuania and Kaliningrad oblast, Poland, Germany and Ukraine. “We have not only honored all our contractual obligations last year but over fulfilled them by 1.4 billion cubic meters”, the Chief Engineer of Belarus Gas Company "Beltransgaz" Tsvitomir Sorokhan said last week during a press-conference.

The Beltransgaz' representative has also informed that about 29 billion cubic meters of gas will be transited via the Belarusian part of the Yamal-Europe gas-main in 2006, or 2 billion cubic meters more over last year. In 2005 two more compressor plants - Krupskaya and Slonimskaya were put into operation. “This year the construction of two more plants – Minskaya and Orshanskaya will be finished to bring the Belarusian part of the gas-main to reach its designed capacity of 33 billion cubic meters a year”, Tsvitomir Sorokhan added.

Some 15 Fruit and Vegetable Processing Companies to be Reconstructed in Belarus in 2006-2010

In line with the Program on developing fruit and vegetable canning in Belarus for 2006-2010, approved by resolution of the Council of Ministers #106 of January 27, 2006, In the near five years some 15 fruit and vegetable processing companies will be reequipped and reconstructed in the country.

The modernization will let the companies expand the range of their goods, increase the number of import-substituting products, enhance the quality and competitive power of national fruit and vegetable cans. The production facilities of these companies will increase from 367.5 million cans in 2005 to 409 million in 2010. Some 71 percent of the goods will be produced in modern packaging.

The production of canned green peas is expected to grow two times: from 24 million cans in 2005 to 45.5 million in 2010. It will let completely satisfy the needs of Belarus in these products (20-22 million cans) and export a part of them. The production of canned and pickled tomatoes will grow more than 1.5 times, canned mushrooms, haricot, tomato sauce and ketchup – two times.

Due to the reconstruction the national companies will increase their sales volumes of canned fruits and vegetables on the external market. For example, in 2010 some 77 million cans of these products are expected to be exported.

 Investment Project: Creation of the Company to Support Small Entrepreneurship

The Government of Belarus is planning to establish a guarantee fund in order to render financial support to the small-entrepreneurship subjects for development of their entrepreneurs’ activities, participate in the development of the investment projects providing for extending and upgrading the production of goods, promote the implementation of the programs for state support of small entrepreneurship.

International Satellite TV Channel Belarus-TV Marks Its First Anniversary

Belarus-TV went on the air on February 1, 2005. Since then the channel has gained popularity in many countries. The channel receives letters with complimentary remarks from its viewers from Russia, Ukraine, Moldova, Latvia, Lithuania, Estonia, Poland, Sweden, Germany, Portugal, Spain, the USA, Canada, Israel and many other countries.

The Eurasian TV Forum last autumn in Moscow called the Belarus-TV Channel “the event of the year in the information space of Eurasia”. At the end of last year the Belarus-TV has become the first foreign channel to get a license to broadcast in the central district of Russia.

The producer center has informed that Belarus-TV broadcasts in some 20 countries including the CIS and Baltic countries, Eastern and Western Europe. More than 200 cable operators in almost 12 countries broadcast Belarusian news to over 150 settlements. The TV channel viewer ship makes about 5.5 million people. Belarus-TV also provides Internet broadcasting. The channel broadcasts in Russian and Belarusian 16-17 hours per day. The channel puts on the air news and analytical programs, socio-political projects, documentaries and feature movies, historical and cultural programs, sports, entertainment and children’s programs made by the Belarusian TV and Radio Company, the 2nd National Channel, the National Film Studio Belarusfilm and the Belarusian Video Center. Ekaterina Domankova from Belarus Became Supermodel of the World

Ekaterina Domankova from Belarus became a winner of the world fashion contest "Supermodel of the World" that took place on January 18, 2006 in New York City, USA.

The event organized by the famous American model agency "Ford Models" is one of the most important for junior models to start a professional career. Ekaterina Domankova, a school student in Minsk, Belarus exceeded all expectations and could leave behind her rivals from 38 countries from all over the world. As a winner of the contest Ekaterina Domankova now is eligible to sign a one year contract with the "Ford Models" to the amount of $ 250 000.

Belarus' National Boxing Team Brought Victory from the United States

On February 2, 2006 Belarus' National Boxing Team came back home from the United States where it held two Olympic-style boxing duals against the US Boxing Team. The two teams took part in a joint training camp at the United States Naval Academy (Annapolis, MD) from January 24-January 27 prior to competing in the event.

First match that took place at the North Miami Armory in North Miami, FL, on January 29 scored 5:4 in favor of Belarus. The second match was held at Michaels Eighth Avenue in Baltimore, MD, on January 31st and a victory turned to the Belarusians again with the final score 4:3. Upon the arrival at the International Airport "Minsk" the Belarus' National Boxing Team was congratulated on behalf of the President of Belarus by Minister of Sports and Tourism of Belarus Alexander Grigorov.
