New Legislation on Organizing Recuperation of Belarusian Children Abroad

 

On May 25, 2004 the Decree of the President of Belarus No 98 of February 18, 2004 "On the Organization of Recuperation of Children Abroad, Carried Out on the Basis of Foreign Gratuitous Assistance" entered into force.

 

The Decree is aimed at making the recuperation of children abroad better and more efficiently organized, transparent and more responsive to the needs of children, parents, sending and receiving organizations.

 

The Decree outlines the procedure of organizing recuperation abroad, and clearly defines functions and responsibilities of main players in the process – the Department of Humanitarian Activity of the Presidential Affairs Administration, Ministries of Education, Health, and Labor and Social Protection.

 

The main characteristic feature of the Decree is that the Department of Humanitarian Activity of the Presidential Affairs Administration will be responsible for issuing permissions confirming the humanitarian character of travel for groups of children and accompanying persons for departure for recuperation abroad. Th Department will also be charged with carrying out cooperation on the issues of children’s recuperation abroad with diplomatic missions and consular institutions of Belarus abroad and with diplomatic missions of foreign states in Belarus.
