Free Economic Zone "Vitebsk"

 

The territory of The Free Economic Zone "Vitebsk" (FEZ) is located in one of the largest industrial centres of Belarus - the city of Vitebsk and has the total area of 9027 thousand of square metres.

 

The Free Economic Zone "Vitebsk" has at its disposal free plots suitable for building and farm production, as well as unused production buildings with the total area of 57,7 thousand of square metres, which are equipped with engineering and communication networks (electric power, cold and hot water supply, sewage and ventilation systems, and partly with overhead travelling cranes, etc). A gas main passes through the territory of The Free Economic Zone "Vitebsk"; approach lines and former military aerodrome are located within The FEZ territory as well.

 

The Free Economic Zone "Vitebsk" invites the investors for establishment of various enterprises in accordance with investors desires and aims.

 

The establishment of export-oriented enterprises in The FEZ "Vitebsk" is the shortest and beneficial way for effective sales promotion to the Russian market as well as to the markets of other countries including CIS-countries.

 

The Free Economic Zone residents form their production programs and market the manufactured production (works, services) at their own way.

The free economic zone "Vitebsk" objects:

 

1. A former radio-engineering plant

 

The total area of a former radio engineering plant with adjoined plots is about 260 thousand of square metres. The total area of unused production buildings is 50 thousand of square metres. Production areas are equipped with electric power, cold and hot water supply, sewage and ventilation systems and partially with overhead travelling cranes. A boiler house is nearby. A gas main passes near the territory of the plant.

 

The following buildings are disposed on the territory of a former plant:

 

Production building N 1.

 

A building constructed of prefabricated reinforced concrete measures 96x182 m overall with the height of 7,2 m up to the lap trusses. There are two double-level built-in blocks (12x96 m). The total area of the building is 1951.9 square metres, including production and auxiliary areas (14981 square metres). The building is equipped with all types of energy supply.

 

Production building N 2.

 

A two-storeyed building constructed of prefabricated reinforced concrete with the dimensions 30x51 m overall and the height of each storey of 3.3m. The ground floor is occupied with dining-rooms (unused at the moment).

 

Production building N 3.

 

A ten-storeyed building constructed of prefabricated reinforced concrete measures 21x100 m overall. The height of each storey is 3,3 m. The total area of the building is 9760 square metres. This building is suitable for placing in it management service, design offices, technological and medical services. A telephone exchange for 200 telephone subscribers is mounted in the building.

 

Production building N 5.

 

A single-storey building constructed of prefabricated reinforced concrete with the dimensions 72x96 m overall and the height of 7,2 m up to the lap trusses. There is a double-level built-in block (12x72m). The total area of the building is 8001 square metres, including production and auxiliary areas (5675 square metres).

 

The building is suitable for different auxiliary departments to be placed in (purveying centre, wood-working and power-repair departments, foundry, etc.).

 

Production building N 7.

 

A single-storey building constructed of prefabricated reinforced concrete with the dimensions 18x96 m overall and the height of 7,2 m up to the lap trusses. There is a double-level built-in block (18x24 m).

 

A waste treatment department occupies the part of the building. The total area of the building is 2152 square metres.

 

Production building N 8.

 

A three-storeyed brick building with reinforced concrete overlaps measures 12x30 m overall. The height of each storey is 3,3 m. The total area is 1006 square metres, including production area (484 square metres).

 

Production building N 9.

 

A single-storey building, which puts together three side-by-side disposed blocks.

 

The total area of the building is about 380 square metres. At the moment it is used as a storehouse.

 

STORAGE facilities (blocks N 1, 2, 3, 4 and 5).

 

Light metal constructions with the dimensions 30x30 m overall and the height of 5 m up to the roof. There are double level built-in brick rooms (in blocks N 1, 3, 4) with the dimensions 6x30 m overall.

 

The total area of storage facilities is 5254 square metres. The blocks N 1, 2, 3 are specialized for storing, the block N 4 for motor transport department.

 

2.Unaccomplished building of a motor transport factory

 

The total area of this factory is 40 thousand of square metres. The production area is 7,7 thousand of square metres. It is located not far from the boiler house.

A single-storey building constructed of prefabricated reinforced concrete with the dimensions 72,4x90 m. The area of the building is 4536 square metres. Incomplete.

 

- item 2.

 

A three-storeyed building constructed of prefabricated reinforced concrete with the dimensions 36x12 m. The area of the building is 1440 square metres. Incomplete.

 

- item 3.

 

A single-storey building constructed of prefabricated reinforced concrete with the dimensions 18x24 m. The area of the building is 504 square metres. Incomplete.

 

- item 4.

 

A single-storey building constructed of prefabricated reinforced concrete. The area of the building is 884 square metres. Incomplete.

 

- item 5.

 

A single-storey building constructed of prefabricated reinforced concrete will the dimensions 12x24 m. The area of the building is 288 square metres. Incomplete.

 

- items 6, 7, 8.

 

Car parkings with air-heating. The buildings are projected.

 

- items 9, 10, 11, 12.

 

Waste treatment department. The buildings are projected.

 

3.The region of a former military base.

 

The total area of a former military base is 8727 thousand of square metres. It has at its disposal different buildings and constructions suitable for establishment of productions (principally small and middle business), as well as free plots suitable for building, and farm production. A former military aerodrome is located within the territory of the base.

 

In order to carry out investment projects some rights and benefits are proposed by the FEZ "Vitebsk" to the investors:

 

  • free plots can be given on lease or sold for ownership (under the projects);

  • production areas can be rented from FEZ(the monthly rental charge is fixed by agreement between parties at the rate of 1,5 - 2,0 $ per square metre of the production areas);

  • it is possible to acquire premises for separate projects as legal persons property;

  • all the questions concerning the registration of establishing enterprises can be solved directly in the Administration of The FEZ " Vitebsk".

 

What are the tax benefits and other preferences proposed to the investors?

 

  • list of taxes and reduced tax rates restricted by Law;

  • 100% of customs duties exemption of raw materials, supplies and equipment, imported to the territory of The FEZ;

  • 100% of customs duties exemption of the goods manufactured in the zone and exported outside the territory of The FEZ;

  • 100 or 50% exemption from value-added tax of own production goods;

  • 100% exemption from profit tax within the first 5 years and reducing of this tax up to 40% within the following years;

  • tax on incomes (dividends) of foreign juridical persons is paid at the rate of 5%;

  • profit that the zone residents have forwarded for investments in the Republic of Belarus is tax free;

  • it is impermissible to extend the list of taxes and raise tax rates during the period of the zone activities (30 years).

 

Due to tax benefits the amount of payments of the FEZ residents is reduced up to 30% of taxes paid in the Republic of Belarus.

 

State guarantees for the free economic zone "Vitebsk" residents

 

The investment activities, all rights and tax benefits for the FEZ residents are stipulated by Laws "On Free Economic Zones" and "On Foreign Investments on the Territory of the Republic of Belarus". These Laws secure a number of the investors guarantees:

 

  • the zone investors form their production plans independently as well as sell own production goods;

  • foreign investors are guaranteed a free transfer of their profits also in currency, gained from the investments to the zone to the country of origin or to any other country;

  • such compulsory measures as nationalization, requisition, or similar in their effect on the investors property measures are prohibited on the zone territory;

  • moreover, the system of guarantees stipulated by foreign investments legislation applies to foreign investors as well.
