Monitoring and oversight |
|
The monitoring and oversight procedures are detailed in the
Presidential Edict No. 460 “On International Technical Assistance to
the Republic of Belarus” of 22 October 2003 and the Council of
Ministers Resolution No. 1513 “On Approval of Regulations Governing
Evaluation of International Technical Assistance Projects and
Programmes and Their Effectiveness” of 26 November 2004 |
1. Framework for national policies on international technical assistance
National
policy objectives with respect to international technical assistance are
grounded in the Programme of Social and Economic Development of the Republic
of Belarus for 2006 – 2010, the National Sustainable Development Strategy
for 2006 – 2010, and other national programmes.
As stated
in the Programme of Social and Economic Development, the main development
goal for 2006 – 2010 is to achieve continued improvements in popular living
standards and quality of life by developing and utilizing the human capital,
implementing technical upgrading and structural improvements in the economy,
and by strengthening national competitiveness.
Belarus can
accelerate progress towards this goal by broadening its involvement in
international economic exchanges and benefiting from international technical
cooperation. In the medium term, exploration and utilization of
international best practices can be an important prerequisite to such
progress.
The main
challenge for sustainable socio-economic development at present is to
identify and raise the resources to meet specific national needs and
requirements and to reduce the risks to development, posed by the weakness
of the market institutions and infrastructure, slow pace of technological
innovation and high use of energy and material inputs per unit of
production.
Based on
the existing national capacity the government of Belarus seeks promote, in
partnership with international donors and in line with the global
development trends, the transition to a development model based on
technological innovation. It proposes to invest resources in the pursuit of
some of the following objectives:

Intellectual and physical development of the human person; improving real
personal incomes and reducing poverty;

Improving
the demographic situation;
-
Promoting
transition to an innovation-driven development path by implementing
effective and efficient innovation and investment projects and by
encouraging the transfer of technologies to Belarus on a non-remunerative
basis;
-
Exploring
international best practices in social sector development – including
health, education, culture and other services critical to human capital
formation and utilization, and in the operation of telecommunications, data,
financial, insurance and other services;
-
Strengthening environmental protection and supporting the new approach to
dealing with the effects of the Chernobyl nuclear disaster.
Pursuit of these objectives will rely, to the greatest possible extent, on
local resources, including the national capacities for technological
innovation and the human capital.
2. National priorities for international technical cooperation
Consistent
with national sustainable development needs, the national priorities were
defined on the principles of selectivity and continuity.
The
national priorities for international technical assistance are grounded in
the Programme of Social and Economic Development for 2006 – 2010 and reflect
the goal and objectives for international technical cooperation. They are
consistent with national needs and the ongoing national effort to build a
strong national economy, to conduct social reform for a better standard of
living, to improve environmental safety and overcome the consequences of the
Chernobyl nuclear disaster, and in a range of other areas.
Priorities
for international technical cooperation in 2006 – 2010 will include:

Promoting
all-round development of the human person, improving popular living
standards, support for social service delivery and development of social
assistance programmes;
-
Supporting
sustainable economic growth by promoting foreign trade, innovation and
investment activity, and international collaboration;
-
Resource
and energy efficiency;
-
Environmental protection, sustainable environment, rehabilitation and
sustainable development of areas affected by the Chernobyl nuclear disaster.
These
priorities supplement the goals, objectives and priorities pursued by a
range of national programmes to be implemented in 2006 – 2010. The
priorities defined by these programmes will also constitute priorities for
international technical cooperation, reflecting the government’s interest in
attracting additional resources into such programmes.
3.
Current and future needs for international technical cooperation
Pursuant to
the above priorities, and suggestions from national government agencies,
Oblast and Minsk City Executive Committees, and other organizations in
Belarus, the Ministry of Economy has produced a list of potential projects,
containing 74 proposals (see attachment).
Current and
future needs for technical assistance in 2006 – 2010 are valued at over $202
million.
